1.Background

The Danish Refugee Council initiated its activities in the island of Lesvos in November 2015 due to the unprecedented influx of asylum seekers. Following new political developments and displacement dynamics in early 2016, DRC expanded its activities to the mainland to support the people living in several sites across the country. With offices in Athens, Larissa and Thessaloniki, it currently implements a wide range of activities, including Site Management Support, legal assistance, identification of individual needs and protection of highly vulnerable persons, access to services within and outside the hosting sites through cultural mediation, and non-formal education. DRC works closely with the refugee communities, the Greek authorities and other humanitarian actors to ensure a protective environment for refugees and asylum seekers in Greece. 

2.Purpose

Under supervision of the Supply Chain Team Leader, the Supply Chain Officer (Procurement) is responsible to ensure timely and high-quality procurement of goods and services, in compliance with the DRC Procurement Operational Handbook and donor’s guidelines for the operations of DRC Greece in Thessaloniki.

3.Duties & Responsibilities

  • Ensure that the Thessaloniki Procurement procedures comply with DRC Procurement Operational Handbook and donor’s guidelines.
  • Organization’s official buyer, purchasing goods and services according to internal Procurement Policies and SOPs.
  • Perform continuous market research and updates vendors’ lists.
  • Ensure best available prices, timely delivery & quality, collect quotations and suppliers’ references.
  • Evaluate offers both quantitatively and qualitatively and cooperate effectively with suppliers and with relevant Area staff.
  • Keep informed all interested parties as for their purchase request; ensure that the cooperation between all involved departments (Programs, Supply Chain, Finance) runs efficiently.
  • Negotiate with suppliers to ensure that contractual terms are respected.
  • Issue Purchase Orders.
  • Prepare call for tenders in collaboration with the requestor’s unit.
  • Maintain and review all relevant procurement records in a meticulous way.
  • Contract Management, including keep contracts’ tracker always updated to reflect duration, spending, amendments, and extensions.
  • Act as the focal point for the implementation of DRC’s ERP system for Thessaloniki AO.
  • Conduct regular field trips to all DRC camps in North Greece region for monitoring of deliveries and quality control of purchased goods and services.
  • Ensure timely preparation of requests for payment as per DRC’s payment policy.
  • Provide training and guidance to any new Supply Chain / Procurement and in general DRC employee on Procurement procedures and guidelines (preparation of presentations, staff inductions etc.)
  • Monitor the timely issuance of GRNs, CCs and other relevant documentation by programme staff and raise any challenges to the Supply Chain TL.
  • Actively participate in coordination meetings with relevant internal stakeholders and provide regular updates on the progress of the procurement plan.
  • Perform other relevant duties as required and assigned by senior management.

 

4.Qualifications

    Required:

  • Minimum 3 years of previous relevant experience in Procurement and/or Supply Chain Management.
  • Minimum bachelor’s degree or relevant business certification (Preferable supply chain or procurement).
  • Strong computer skills in MS Office, especially MS Excel.
  • Deep understanding of NGOs’ needs and funding.
  • Professional fluency in written & spoken use of the English & Greek Language.

 

Desired:

  • Previous relevant experience with international/national NGOs.
  • Driving license, B category highly desirable.

6.Terms & Conditions

  • The contract will be under the Greek Labor Law (this is a national position)
  • All allowances will be provided to the employees (Christmas, Easter, Vacation bonus)
