Duty Station                     :Mrauk Oo Office, Rakhine State.

Report to                          :Base Manager (Mrauk Oo)

Technical Support by     :HR and Admin Manager (YGN) and HR and Admin TL (STW)

Overall purpose of the role: 

To provide Human Resources administrative assistance and support in compliance with DRC's and local guidelines and procedures

Geographic scope: Area – Mrauk Oo - Rakhine

This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to base operations.

 Responsibilities: 

General Human Resources tasks

  • Advise and assist management and employees in Human Resources related issues and concerns.
  • Review Human Resources processes and suggests improvements.
  • Support roll out of HR Management Systems and tools e.g. Dynamics
  • Maintenance of individual HR files for all staff in Mrauk U Office

Compensations & benefits

  • Manage, update and process the staff payrolls information, and ensure onward submission to Sittwe HR and Admin Team Leader
  • Maintenance and Checks on DRC records e.g. staff attendance, annual leave, timesheets, sickness report, holiday schedule
  • Prepare and submit required reports on a monthly basis for auditing purposes.
  • Ensure that records of all Human Resources related information is kept and sent on timely basis to relevant parties.
  • Issue monthly pay slips.

Development, people planning, recruitment and well-being

  • Ensure that the performance appraisal process is conducted, and that there are learning and development opportunities available to the employee, assist in inducting training on Code of Conduct, Confidentiality, Conflict of Interest, etc. as needed
  • Ensure follow up on contract issues for existing staff- including contract amendments, extensions and resignations are handled timely and appropriately.
  • Manage requests for HAT (allowances)
  • Support in developing vacancy announcements, arrangement for interviews / tests and appointment process for new staff
  • Maintain organogram and individual contact detail and emergency communication tree.
  • Provide support in induction for new staff ensuring provision of: staff ID cards, Business cards, email address, introduction HR and Admin policies
  • Assist in people planning activities (e.g. ensure job descriptions are in place for all roles) Assist or drive recruitment processes as needed
  • Assist or drive people well-being initiatives.

Administration 

  • Develop and ensure regular updating of DRC noticeboard ensuring up-to-date, relevant information is posted.
  • Prepare monthly office supply request.
  • Management and maintenance of stationary stock 
  • Prepare request and distribute monthly top up cards.
  • Support running of SMT meetings.
  • Book training venues, interview venues, accommodation

Experience and technical competencies: (include years of experience) 

  • Minimum 2 years of relevant experience in Human Resources management, administration, change management, and/or organizational development.
  • Technical skills in managing compensation and benefits.
  • (I)NGO experience is preferred.
  • Excellent skill in MS Word, Excel and PowerPoint
  • Experience using an online system for recruitments.

Education: (include certificates, licenses etc.)

  • University degree in Human Resource Management, Business, or Social Science Degree specializing in
  • Human Resources or equivalent professional qualification

Languages: (indicate fluency level)

  • Advanced English proficiency
  • Fluency in local language

  We offer  

  • Start date: As soon as possible.
  • Contract Type: Regular DRC staff contract, including a probation period of 3 months.
  •  Salary: Competitive salary according to DRC Myanmar salary scale.
