OBJECTIVES OF THE PROGRAMME

To ensure that effective WHO country presence is established to implement WHO countrycooperation strategies that are aligned with Member State's health and development agendas,and harmonized with the United Nations country teams.

DESCRIPTION OF DUTIES

The incumbent will perform the following duties:

1. Ensure that the system on transport management of WCO is in accordance with WHO standards and key performance indicators (KPIs).

2. Manage the implementation of daily transport schedule board and submitted transport request from all units.

3. Work in collaboration with security officer to assure compliance with mission security clearances.

4. Prepare a work-plan and budget to cover transportation needs

5. Monitor the movement of vehicles/drivers, assure consistent use of standard WHO fleet management tools such as trip logs, fuel logs, and assures compliance with DSS requirements for movement, i.e. telephone or radio notification of movement details and call signs of passengers, etc..

6. Assure the inventory of vehicles and that the Global Asset Management (GAM) database isup to date.

7. Liaise with external contractors for vehicle maintenance (in association with Administration Officer).

8. Participate in the recruitment of the transport team (drivers) in the WCO

9. Contribute to the Administration for custom clearance and registration of vehicles.

10. Initiate request to hire vehicle when there is no sufficient WHO vehicle numbers; Assign rental vehicle for the required activity.

11. Verify invoices and reports received from external contractors and validate as necessary with Operations Officer.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary education supplemented by training in the field of security and/or fleet management and/or administration.
Desirable: Diploma in auto mechanics, transport management or any other related field from a recognized higher institution

Experience

Essential: At least 5 years of experience in fleet management
Desirable: Experience in UN or other international organization is an asset.

Skills

• Very good time management and organizational skills

  • Very Good knowledge of Microsoft applications.
  • Knowledge of ERP/Oracle applications is an asset.
  • Security responsibilities might require the availability outside regular working hours.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 23,641 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
