About the job: 

The Protection Program Manager is responsible for the effective and timely implementation of DRC’s protection program in Libya. The position provides technical guidance and leadership in all aspects of the management of the program, including project implementation, planning and supervision of activities, coordination with partners and stakeholders, management of staff and local partners, monitoring and reporting.


Your main duties and responsibilities will be: 

Program

  • Overall responsible for the effective and timely implementation of all protection programming in Libya.
  • Manage protection team leaders’, specialist and officers’ planning on a daily basis and provide technical guidance and oversight to all protection staff on a wide-range of protection activities such as protection monitoring, IPAs, case management, referrals, community-based protection, and protection information management.  This includes following up with teams on their weekly plans and reports and ensuring that members are well supported and clear regarding their functions
  • Ensure the effective use of and compliance with relevant tools, forms, SOPs etc. so as to ensure program quality and impact.
  • Overall responsible for monitoring the protective environment, flagging up key protection risks/challenges to Programme Manager and Protection Coordinator to either advocate or adjust DRC Libya’s overall response
  • Responsible for establishing and leading emergency response in Libya, coordinating with Protection Co, Programme Manager other mgrs. in offices and HOP as and when required.
  • Responsible for collating information and reporting progress and challenges to Protection Co and Programme Manager and inputting into donor reporting processes
  • Work collaboratively with other programme depts such as Shelter/NFI, WASH and Cash/Economic Recovery and Humanitarian Disarmament and Peace-building in alignment with DRC Libya’s multi-sectoral integrated approach to programming.
  • Ensure conflict sensitivity and gender mainstreaming into programme implementation
  • In coordination with the Protection Coordinator, Programme Mgr and HOP, adjust program implementation based on needs and context.
  • Participate in grants processes such as grants review meetings, leading on the presentation of progress against workplans, targets and project expenditure
  • Contribute to the development of the Country Strategy including integrating mainstreaming elements such as gender and inclusion into programme implementation.

Support in mainstreaming protection in other sectors as needed Finance  management

  • In coordination with the Support Services Manager, ensure the effective financial management of the different projects’ budgets. To this end, plan and authorize expenditures as per existing budgets, review transactions and BFUs, produce budget forecasts and cash flow projections etc. for any variations affecting donor contracts
  • Support the team to ensure their understanding of delegated budget lines
  • Monitor and update spend in the PMT tool and ensure timely reporting any expected variances to the Program Manager and Protection Coordinator
  • Ensure that Issues log in the PMT is regularly updated detailing challenges affecting program implementation

Human Resources

  • Recruit, manage and supervise staff working for the protection program as per DRC performance management processes.
  • To this end, in coordination with the Programme Manager, define organogram and ToRs, develop staffing plans, conduct recruitment processes and performance appraisals, coordinate missions plans, leave schedules, etc.
  • Promote a professional environment conducive to collaboration, team work and professional development.
  • Uphold compliance of program staff with the applicable standards related to protection programming, code of conduct, as well as additional internal DRC procedures and guidelines related to human resources.
  • Ensure that all direct reports complete the DRC mandatory courses offered online (DRC e-learning portal)
  • Provide remote program management as needed by ensuring that staff members remained briefed & well supported
  • Coordinate and hold regular team meetings , supporting TLs and ensuring key information is communicated and actions are followed up.
  • Develop capacity building strategies for the protection team at the field level

Operations: 

  • In coordination with the Support Services Manager, oversee the effective management of operations support activities so as to ensure the effective implementation of the program. To this end, develop procurement plans and coordinate the timely procurement and effective management of the goods and services, including items related to direct assistance activities
     

Monitoring Evaluation Accountability and Learning:

  • Lead the ongoing data collection and analysis related to all protection programs in coordination with Protection Co, PIM officer and MEAL manager to support analysis to identify trends, emblematic areas and emerging sector issues
  • In coordination with the Protection Co and MEAL Manager, input into the development of M&E tools & roll-out the tools/processes to measure program quality and impact.
  • Supervise the effective collection, management and consolidation of program-related data to ensure accurate and timely reporting.
  • Monitor program objectives, outputs, indicators and activities according to project and organizational monitoring commitments– ensuring team deliverables remain on track as per agreed donor commitments
  • In coordination with the Protection Coordinator input into the development of  project proposals and revisions based on identified gaps and needs as well as strategic priorities. To this end, support the Protection Coordinator to define program activities, logframes and budgets based on baseline assessments and internal learning.
  • Contribute to the documentation and consolidation of lessons learnt from protection activities
  • Support the production of comprehensive, quality and timely reports and communications materials for donors and humanitarian coordination forums on program activities 
  • In coordination with the Protection Coordinator, the MEAL Manager and the Grants Cteam, input into donor reports and stakeholder reports by providing updates on program activities, targets, budget so as to ensure accurate, coherent and timely reporting.

Representation and Coordination: 

  • Represent DRC’s protection program towards external stakeholders, including humanitarian partners, authorities, embassies etc. in Libya In coordination with the Programme Manager and the Protection Coordinator
  • Coordinate with security focal points to identify and operate across new geographical areas and share any access concerns.

 

About you: 

  • At least 5 -years’ experience in the fields of working for international humanitarian organizations in Libya or other complex conflict settings, including as a minimum 3-years’ experience in a managerial capacity
  • Previous experience working in context of mixed migration flows and internal displacement with good knowledge of the protection issues affecting people in a situation of forced displacement or migration
  • Demonstrate ability in conceptual, analytical and critical thinking with the ability to develop programmatic or advocacy strategies towards greater quality and impact
  • Solid experience in project development and management; including ability to lead on assessments, design, implementation, monitoring;  including planning and delivery monitoring and reporting
  • Excellent technical knowledge of protection standards and principles and demonstrated capacity to develop effective responses to identified protection needs and in accordance with the relevant frameworks 
  • Commitment to integrate gender, conflict sensitivity and accountability into programming
  • Strong capacity in influencing and engaging a range of stakeholders; with proven representational skills and the ability to advocate in line with humanitarian principles
  • Demonstrate ability in thinking creatively and practically to improve the quality of programming and achieve greater impact
  • Strong capacity building, facilitation, and presentation skills
  • Ability to work flexibly in a diverse team; with proven leadership skills
  • Excellent demonstrated skills managing large teams in rapidly changing environments.

Desirable

  • University degree, Master’s preferred, in a relevant subject, such as human rights law, refugee law, humanitarian affairs, migration, international relations and/or international development or social studies.
  • Fluency in written and spoken English
  • Fluency in  Arabic
  • Knowledge of French or other languages spoken in the region desirable
