ABOUT THE JOB

The Human Resource Officer main objective is to ensure and effective service delivery in one of the HR main service areas with a main focus on Documentation, staff inductions and trainings in the country. Ensure adherence to the set guidelines and national labour laws.

Responsibilities:

Staff Training & Development

 

  • Ensure new team member receives required equipment (computer, phone, desk, email addresses, Identity cards etc) on 1st day of reporting.
  • Making sure newly hired staff gone through medical check up and medical check report is completed
  • Take lead in mapping staff training and developments from the concluded annual performance appraisals and as required from the supervisors.
  • Induction/onboarding; In liaison with other departments, arrange for onboarding  for all newly recruited staff in their first week as per set guidelines.
  • Providing orientation package for newly hired staff including expats.
  • Assist PMs in identifying and monitoring suitable trainers and service providers. Conduct after training survey to assess the out come of the training.
  • Follow up on the yearly performance evaluation process with managers and staff, analyses data for preparing yearly training plan.
  • Update relevant supervisors about Probationary and Annual staff performance reviews’ dates and update HR Manager accordingly.
  • Act as the focal point for all trainers and training needs.
  • Training managers on ”People Management Training” and delivering presentations
  • Processing staff training related documentation and constantly being in contact with vendors on available training opportunity in the market to have knowledge of the costs
  • Preparing master training plan and keeping track of it.

 

Recruitment

  • Coordinate the recruitment process for national staff, ensuring that its done as per DRC set standards and in accordance with the national labour laws.
  • When needed take lead and guide the recruitment process by ensuring that recruiting managers as a minimum conduct interviews and reference checks before offer letters are made to successful candidates.
  • Preparing ToRs for different position as needed and making sure its signed daily by newly hired employee and the supervisor and filed properly, making sure all staff have updated ToRs.
  • When required setting in the interview panels and making sure relevant interview questions are put in the interview format.
  • Preparing completed recruitment documentation upon completion of the recruitment process for filing.
  • Updating recruitment tracker regularly
  • Ensuring filled vacant positions are deacticited in Talent Recruiter

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies: 

  • A minimum of 3 years relevant experience in HR management, administration, change management, and/or organizational development;
  • Experience in conducting recruitment processes in humanitarian set up;
  • Experience working in multi-cultural work settings.

Female applicants:

  • Female in DRC who travel for official trips will be allowed to travel with a Moharam and the travel/accommodation cost will be incurred by DRC.
  • Female mothers who work for DRC are eligible for Day Care cost for their children up to the age of 6.

Education/qualifications:

  • Bachelor Degree in the field of human in Business Administration;
  • Technical skills in HR management, preferably including recruitment and selection, learning and development, performance management.

Languages:

  • Fluent spoken and written English;
  • Profession in Pashto and Dari.
