Operating since 2004 in Lebanon, DRC has addressed the needs and rights of vulnerable populations, working initially with Palestinian refugees (since 2004), Iraqi refugees (2007-2010), Lebanese IDPs (during the 2006 conflict), migrant domestic workers (since 2009) and, since 2011, responding to the Syrian refugee crisis.

DRC Lebanon is currently delivering programming in protection, housing, infrastructure, basic assistance, livelihoods, and community development interventions. This myriad programming seeks to address the immediate needs of displaced populations and concurrently support vulnerable host populations. DRC has five offices spread throughout Lebanon in, Beirut, the Bekaa, Saida, Tripoli and Qobayat.

About the job

The Information Management Officer supports DRC program objectives through the provision of high-quality information products and services, ensuring all program sectors have access to essential information for analysis and decision-making. To support the development of activity & beneficiary data management systems for DRC operations in Lebanon ALPHA that includes RIMS, FCRC, Protection, and ECRIMS. Additionally manage all data collected in the North using various tools such as ODK and Excel.

 Your main duties and responsibilities will be:

  • Participate in developing and designing IM tools such as ALPHA, Excel tracking tools, and ODK that maintain and organize activities data and provides support in reporting, project tracking and data analysis for North Office
  • Create ODK tools for MEAL and Program Team. Support RIMS team in providing technical support to RIMS partners, conduct refreshment training, extract data, conduct regular quality checks, support in analysis, and troubleshoot RIMS.
  • Support LINKED consortium members in processing their data on ECRIMS, conduct regular quality checks, and extract data
  • Provides technical guidance and troubleshooting support for data planning, collection, recording and reporting requirements for IM and field staff in North
  • Support IM Team in Beirut and in Bekaa to create program workflows, assessments, and forms on ALPHA (RIMS, and ECRIMS)
  • Build the capacity of DRC staff-North in terms of database use (including basic analysis) through on-going support and training,
  • Implement database security measures to safeguard information against accidental or unauthorized damage, modification or disclosure;
  • Develop user access levels for each segment of the database according to IM Manager / MEAL Team Leader specifications
  • Lead on follow up with partners on administrative details such as setting up and scheduling training, signing of data sharing agreements, gathering feedback and communicating challenges and issues to be addressed by DRC IM team and management.
  • Produces and files information management products such as statistical and graphical reports; Takes responsibility for adapting and testing the database and develop system procedures/manuals;
  • Identifies technical gaps in the program and identifies/implements solutions to meet these gaps;

About you

To be successful in this role we expect you to have a Bachelor degree in information management, business management, Computer Science, Computer Engineering or other related fields.

 Moreover, we also expect the following:

Required

  • 2 years of experience in information/data management systems in a humanitarian context.
  • Technical experience implementing IM programs, such as database management for NGO.
  • Experience in data collection and analysis, and program reporting.
  • Extensive experience in PostgreSQL database management systems
  • Extensive experience in JSON format and no SQL language
  • Experience in creating online forms using online platforms such as Kobo, and ODK.
  • High computer literacy, Extensive experience in Excel, and its functionalities such as pivoting, V-lookups, and excel functions.
  • Experience in data visualisation tools such as excel, tableau, Power BI, and Adobe suite.
  • Experience in ArcGIS and QGIS.
