DRC together with DDG, as a single entity – DRC/DDG, opened its operations in Libya in 2011 to respond to the humanitarian needs in the country. Currently DRC/DDG implements activities with a head office in Benghazi in the following Areas of Operations, namely: South of Libya – Sabha office, West of Libya – Tripoli office and East of Libya – Benghazi office.

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified and experienced Technical Field Manager, to oversee operations within the Benghazi area.

 

About the job

Reporting to the Operations Manager, The DDG TFM/Project Manager will be responsible for a donor sponsored project within the DDG Operations program in Benghazi and surrounding areas. It will also require close liaison with the local and national authorities in charge of mine action in Libya, as well as Technical Field Management of national staff on live tasks. The role also requires close cooperation and collaboration with Local Governorate authorities, including Police and Military Commanders to ensure a healthy and close working relationship can be achieved. The Project manager/Technical Field Manager will manage and oversea the International and National DDG staff working within Benghazi. Your main duties and responsibilities will be:

 

  • Lead the resource and mobilisation effort and implementation of DDG’s Humanitarian Mine Action activities in Benghazi.
  • Identify and meet donor requirements for your specific project
  • Project Management including human resources, finance, logistics, and donor reporting requirements for ongoing DDG projects in Benghazi, including planning, implementing and monitoring of mine action activities and regular follow up (Including periodic reporting to the Ops manager and Head of Programme)
  • Ensure that mine action objectives and project implementation are consistent with the DDG SOPs & frameworks, relevant international standards, and best practice in the sector;
  • Develop annual work plans and operational processes;
  • Represent DDG in Benghazi and conduct meetings on behalf of DDG when required
  • Manage and monitor DDG budgets closely and report to DDG Operations Manager, Head of HDP & Area Manager
  • Strategic planning, development and roll-out of future DDG projects
  • Support training and capacity building for DDG and other NGO staff;
  • Support the Head of HDP and Operations Manager Manager in obtaining all appropriate clearances from official government bodies in the area of operations.

 

About you

To be successful in this role we expect you to:

  • A minimum of 5 years of working experience at management level with humanitarian NGOs or similar international bodies out of which 5 years must have been within the mine action sector, preferably in challenging security environments.
  • Level 3 IMAS EOD Qualification.
  • Project management Qualification (Relevant degree or a project management qualification with proven experience)
  • Experience with project management, staff management, monitoring and evaluation
  • Proven ability to mentor and coach others, and to build national capacity;
  • Experience in managing the safety of personnel and assets
  • Fluency in verbal and written English with excellent writing skills is required. Knowledge of Arabic will be an asset;
  • Experience in managing BAC/EOD teams;
  • Working experience in Libya is deemed an asset;
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy;
  • The capacity and willingness to be flexible and accommodating in difficult and insecure circumstances;

 

Desirable

• Internationally Recognized EOD training.

• A proven track record of a minimum 2 year Mine Action experience.

• An understanding of INGO terminology and processes.

• Ability to speak other international languages

• Other relevant qualifications or training courses.

• Full driving license.
