Proactive risk management and investing in sustainability are the cornerstones of UNDP’s portfolio management approach and providing technical assistance to national counterparts during all phases of implementation, strengthening legislation, policies and regulatory frameworks, and building capacities across key functional areas, including financial management, health information systems, procurement and supply chain management.

As the interim Principal Recipient for the Sudan GF programmes to be implemented from 1 January 2021 to 31 December 2023, UNDP is responsible for the financial and programmatic management and the procurement of health products for the Global Fund HIV,TB and Malaria grants to Sudan (the ‘Grants’) in coordination with the Federal Ministry of Health, national and technical partners for the achievement of programme results and the effective use of grant resources.

In order to provide strategic planning, programmatic and operational management and oversight to the GF portfolio to achieve the defined programme goals, targets and effective delivery, a dedicated Project Management Unit (PMU) has been established. Under the overall supervision of the  Programme M&E Specialist, the  Monitoring, Evaluation and HIS Associate will provide technical support to the FMOH in reinforcing the functioning of M&E systems, including integrated Health Management Information Systems, reinforcing the functioning of  DHIS.2 and roll-out of use of the systems to all the states, and will provide capacity transfer to M&E Unit of the SRs to improve technical skills and M&E systems to fully take-over functions related to coordination and management of M&E and reporting of national programs and to the Global Fund.

 

Duties and Responsibilities

Under the overall supervison of the Programme Monitoring and Evaluation Specialist, the Monitoring, Evaluation and HIS Associate will be responsible for the follwing functions.

1. Provide  assistance to Federal Ministry of Health on M&E/HMIS, surveillance and key strategic information areas:

  • Provide technical support to the FMoH to establish a robust health management information system, especially in the roll out of DHIS.2 system;
  • Coordinate between the various entities in FMoH to ensure that data collected at the health facility for the HIV, TB, malaria and RSSH are adequately captured in the HMIS/DHIS2;
  • Coordinate and collaborate with the entities that is implementing key surveillance, M&E and strategic information initiatives in HIV, TB, malaria and RSSH for timely completion and quality outputs;
  • Facilitate the development of national disease M&E plans and health system M&E plans in line with the national priorities and meeting New Funding Model requirements of the Global Fund;
  • Design and disseminate M&E reporting tools and templates that supports UNDP to effectively shoulder the PR role and enables key partners to effectively plan, implement, monitor and evaluate the assigned grant activities;
  • Assess the M&E needs of national counterparts and provide capacity development support, resulting in effective participation in Global Fund M&E activities, On Site Data Verification, and LFA PUDR assessments;
  • Provide needed technical assistance to Sub-Recipients and national systems in strengthening M&E activities.

2. Proposes and ensures the implementation of the GFATM programme monitoring and evaluation strategy & guidelines, focusing on achievement of the following results:

  • Monitor and evaluate the programmatic, procurement and financial aspects of the GF-Funded projects managed by UNDP and its key partners (SRs, national programs etc.) including quarterly verification and reporting to management, stakeholders and donors.
  • Ensure that the GF grants is being implemented in compliance with the grant agreement with GFATM and UNDP rules, regulations and procedures related to M&E.
  • Work closely with the PMU sections  ( Programme, PSM, Finance, and CD)  to identify and address any bottlenecks, constrains, challenges and opportunities in grants implementation.
  • Establish constructive communication and collaborate closely with different grant sections, including implementing harmonized approaches with respect to grant tracking and performance management.
  • Identify innovative approaches and modalities to achieve grant targets

Institutional Arrangement

Under the overall supervision of the Programme M&E Specialist,  Monitoring,Evaluation and HIS Associate promotes a collaborative, client-focused, quality and results-oriented approach across grant sub-recipients and stakeholders. S/he works in close collaboration with the grant team, procurement, and finance and admin staff within the UNDP-PMU and the colleagues within the UNDP Sudan Country Office and other implementing partners.

The Monitoring, Evaluation and HIS Associate  will  building strategic partnerships with the FMOH’s HIS Department, FMOH/PMU,  and with DCD, SRs and will engage with partners to develop capacities and strengthen national M&E systems to ensuring core M&E functions are integrated across functional areas within the PMU and SRs.

Required Skills and Experience

Min. Academic Education:

  • Secondary Education .
  • Bachelor Degree in Health Sciences, Public Health, Information Technology, Computer Science, Statistics. Certification in DHIS

Min. years of relevant Work experience :

  • 7 years with Secondary Education or 4 years with bachelor’s degree relevant experience in working with the Ministry of Health in implementation of National monitoring and evaluation strategies and plans, and reporting
  • Demonstrated experience in managing a HIS/DHIS.2 system, and providing training on DHIS.2 at National, States, and locality levels


Required Language(s) (at working level)

  • Fluency (both written and spoken) English and Atrabic
