VACANCY  ANNOUNCEMENT TEMPORARY APPOINTMENT OF PROJECT PERSONNEL

Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Digitalization, Technology and Agri-Business (DTA) coordinates and mainstreams the Fourth Industrial Revolution (4IR) in its technical cooperation, strategic, normative activities aiming at fostering the inclusive and sustainable development in the era of 4IR. The Directorate creates new and innovative technical cooperation deliverables in the areas of trade, investment, technology innovation and agro-industry and agri-business. The Directorate comprises the Department of Digitalization, Technology and Innovation (DTI) and the Department of Agri-Business (AGR). This position is located under the Department of Agri-Business (DTA/AGR). DTA/AGR provides a range of technical cooperation services to assist developing countries add value to the output of their agricultural sector and generate employment opportunities in off-farm activities for rural communities, thereby contributing to increased food security and a sustainable reduction of poverty. The department provides support for the development of agri-business corridors in developing countries in collaboration with International Financial Institutions. The Department drives the Organization’s mandates of creating shared prosperity and advancing economic competitiveness. It supports initiatives to build human capital and raise total factor productivity through focused vocational training and industrial skills development activities. With its programmes, the Department addresses the root causes of migration and helps alleviate migration pressures at the origin. The Sustainable Food Systems Division (DTA/AGR/SFS) promotes ISID through the promotion of food systems that deliver food and nutrition security without compromising economic, social, and environmental bases to generate food security and nutrition for future generations. The Division is responsible for identifying, developing and managing programmes to improve the competitiveness of the food and agribusiness sectors through access to support services, finance, markets and trade opportunities. The Division contributes to the capacity-building of food systems support institutions and skill development agencies through its advisory and convening activities.

Project Context CAPFISH Capture - Post Harvest Fisheries Development project is part of the CAPFish capture component of the “Cambodia Programme for Sustainable and Inclusive Growth in the Fisheries Sector”, with the overall objective to contribute to the achievement of the Royal Government of Cambodia's long-term vision of social and economic development, food security and poverty reduction. The project is co-funded by the European Union (EU). It is in this framework that the CAPFISH Capture - Post Harvest Fisheries Development project is designed with the specific objective to contribute to the development of post-harvest fisheries through upgrading of the regulatory and institutional system, as well as the adoption of better practices and innovation by the private sector. This project will aim at inclusive post-harvest fisheries value chain development focusing on strengthening the institutional capacity of Competent Authority for establishing official control systems and subsequently supporting the development of post-harvest fisheries, through capacity building in terms of skills development, food safety system implementation, matching investment support and building business support mechanisms. CAPFish-Capture: Post-harvest fisheries development project, is the flagship programme which is aligned with Programme for Country Partnership for Cambodia (or PCP Cambodia). The PCP Cambodia’s objective is to support the development of agro-value chains, including those with linkages to the tourism sector and also foster industrial diversification and innovation, including through special economic zone development. UNIDO is delegated by the EU and the Fisheries Administration to implement CAPFISH Capture - Post Harvest Fisheries Development project with respect to the following outputs: Output 1:Enhanced technical competence and sustainability of the Competent Authority and Official Control services supporting the post-harvest fisheries. Output 2:Enhanced private sector capacity to comply with international standards and market requirements relevant to the post-harvest fisheries. Output 3:Enhanced post-harvest fisheries business competitiveness through business support mechanisms. Output 4:Project monitoring and evaluation. DUTY STATION: Phnom Penh, Cambodia DURATION: 6 months (with the possibility of extension)

Main Functions

The National Food Safety Expert will work under the direct supervision of the Chief Technical Advisor (CTA), under the responsibility of the Project Manager in Vienna, in close cooperation with the project counterparts (mainly the Fisheries Administration/DFPTQ), International experts, the UNIDO Country Representative and the project team. 1. Review of project documentation, Cambodia fishery post-harvest sub-sector and its potential for development, including framework for food safety system governance and its implementation. 2. In close cooperation with International food safety experts, provide complementary support to competent authority (CA) of Fisheries Administration (FiA) with regard to food safety related activities. 3. Provide complementary support to FiA in capacity building of CA for implementing Cambodia Quality Seal (CQS) and official control. 4. In close cooperation with counterparts and international experts, update CQS protocols and technical guidelines/requirements and promote visibility/awareness for CA and stakeholder for all the operations along the value chains. 5. Conduct and/or facilitate training for inspectors and value chain actors on GMP, GHP, SSOP and procedures based on the HACCP, CQS and inspection principles and procedures, as needed. 6. Carry out private Sector food safety capacity assessment in close cooperation with business development service (BDS) providers, FiA and Provincial Offices and Private sector. 7. Provide complementary support to participating private sector operators to prepare and implement CQS in coordination with the BDS providers. 8. Carry out other related technical tasks as required by the Chief Technical Advisor/counterparts in relation to the assigned activities. 9. Prepare a final report of the activities carried out, analysis and observations made, deliverables achieved as well as recommendations/action plan.

Minimum Requirements

Education

Advanced university degree in Food Technology or agribusiness, or related disciplines with specialization in Food Safety and Quality Management System is required.

Languages

Fluency in written and spoken English and Khmer is required.

Computer Skills

Field of Expertise

A minimum of 3 years of professional experience in food technology/food quality and safety systems across the food value chain or agribusiness or trade is required. Experience in the development programs and research and development in the food sector is desirable. Experience in working on development projects in partnership with government is an asset.
