Tasks and Responsibilities |
The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to further improving gender balance among staff in all areas and levels within the SMM. We encourage qualified applicants, especially women to apply for this position. Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules. In order to effectively use, manage and store information received from the technical monitoring means, the SMM has created a Technical Monitoring Centre (TMC) under the direction and supervision of the Operations Unit. Live feeds from SMM camera sites are transmitted to the TMC for 24/7 monitoring and recording of Minsk agreements violations and development of real time situational awareness and a common operating picture for the Mission. Under the direct supervision of the Chief of the TMC and guidance of the Deputy Chief of TMC, as Technical Monitoring Centre Analytical Support, you will perform the duties of an analytical officer and reporting officer within the TMC, be responsible for supervising all workflows and procedures regarding collection and management of TMC data, provide guidance to the Technical Monitoring Officers observing and recording camera and other sensor outputs from the field, and co-ordinate the inputs and dissemination of TMC reporting. You will prepare first drafts of the TMC daily and monthly reports, ensuring accuracy, timeliness and compliance with format, and prepare ad-hoc thematic reports and presentations on TMC related topics, as requested by TMC Management. You may be conducting your work in the office and field locations in Kyiv and in eastern Ukraine.
