The general minimum requirements for working with the OSCE are:

• Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
• Negotiating experience, preferably in the area of monitoring operations and/or related activities

First-level university degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

Additionally, this particular post has specific requirements:

Mandatory:

• Minimum six years of relevant professional experience in any of the following fields: staff officer in military, police, emergency response or international organization watch offices or control rooms or experience running operations or duty offices in deployed field activities or work in imagery analysis or all-source/multi-source analysis;
• Experience in software's related to geographical information, such as Google Earth, ArcGIS, or QGIS;
• Generic knowledge of geographical information system and its related matters, especially within an enterprise system;
• Knowledge of different data collection, data management, and data workflow methodologies;
• Demonstrated excellent organizational and analytical skills;
• Excellent communication, presentation and team-building skills;
• Experience in working in an operations or monitoring watch or control centre;
• Proven ability to draft concise, coherent daily and weekly reports incorporating narrative, visual and tabular data, meeting tight deadlines;
• Demonstrated critical thinking, precision in work and problem-solving and the ability to work under pressure; ability to concentrate for long periods on detailed information;
• Demonstrated commitment to gender equality objectives as well as the ability to integrate a gender perspective into tasks and activities;
• Professional fluency in English, both oral and written, and the ability to communicate clearly and concisely;
• Ability to work effectively and inclusively in high stress environments;
• Ability to assess situations and react rapidly, as well as to adjust and cope with changing tasks and priorities;
• Demonstrated ability and willingness to work as a member of a team with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
• Ability to operate Windows applications including MS Word, Excel, Outlook as well as familiarity with internet search engines and techniques.

Desirable:

• Knowledge of imagery interpretation techniques and imagery analysis;
• User proficiency in ArcGIS Online, both in creation of web maps and its data analysis capabilities;
• User proficiency in Esri tools, such as Operations Dashboards and Story Maps;
• Experience in identification of military equipment in field locations, particularly weapons systems and munitions that are in use in the Ukrainian conflict;
• Experience in the application of technological monitoring systems to the monitoring of conflicts and/or ceasefire regimes;
• Working knowledge of Ukrainian and/or Russian language(s);
• Experience of working in Eastern Europe and/or knowledge of the region.

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

In order to effectively use, manage and store information received from the technical monitoring means, the SMM has created a Technical Monitoring Centre (TMC) under the direction and supervision of the Operations Unit. Live feeds from SMM camera sites are transmitted to the TMC for 24/7 monitoring and recording of Minsk agreements violations and development of real time situational awareness and a common operating picture for the Mission.

Under the direct supervision of the Chief of the TMC and guidance of the Deputy Chief of TMC, as Technical Monitoring Centre Analytical Support, you will perform the duties of an analytical officer and reporting officer within the TMC, be responsible for supervising all workflows and procedures regarding collection and management of TMC data, provide guidance to the Technical Monitoring Officers observing and recording camera and other sensor outputs from the field, and co-ordinate the inputs and dissemination of TMC reporting.

You will prepare first drafts of the TMC daily and monthly reports, ensuring accuracy, timeliness and compliance with format, and prepare ad-hoc thematic reports and presentations on TMC related topics, as requested by TMC Management. You may be conducting your work in the office and field locations in Kyiv and in eastern Ukraine.

More specifically, as TMC Analytical Support Officer, you will perform the following specific functions:

1. Providing functional guidance to Technical Monitoring Officers/Camera Operators (TMOs);
2. Serving as second point of identification and analysis of the information seen in the cameras;
3. Carrying out basic analysis of imagery recorded by TMOs; selecting imagery to be forwarded to the Information Management Cell (IMC) for detailed analysis;
4. Drafting daily and shift reports on collected imagery, ensuring quality, timeliness and format;
5. Co-ordinating the collection, processing, evaluation and dissemination of TMC-related data, especially within the mission's Enterprise GIS environment;
6. Liaison with Information Management Cell on data collection and management procedures, and development of GIS-related tools;
7. Create and maintain ArcGIS Online products and tools generated and disseminated by the Unit;
8. Liaising with and responding to other Head Office and field units to resolve issues with camera functionality or when further information or clarification is requested;
9. Facilitating rapid assessment of information received through technical monitoring including contextualization and facilitation, design of survey templates, technology integration and co-ordination;
10. Delivering briefings on TMC function and products to visitors;
11. Carrying out the work programme for information systems in the area of responsibility;
12. Performing other duties as assigned.
