MI has been registered in Türkiye since 2014 and has since built up its own office structure. MI now has two offices in southeastern Türkiye (Kilis and Gaziantep). The Malteser InternationaI team provides technical guidance and oversees management and administration of the partner-implemented projects in Türkiye and Northern Syria. MI is responsible for the procurement of the main medical supplies in Türkiye, the reporting and application as well as the quality assurance. In addition to the implementation of humanitarian and transitional aid projects, Malteser International´s strategic objective is the strengthening of the civil society structures in Türkiye and Syria. Malteser International focuses in Northwestern Syria and Türkiye on the sectors of health, livelihood, protection as well as social cohesion.

For its work in Northwestern Syria and Türkiye, Malteser International is looking for a motivated MEAL Officer – National Position. 

As the MEAL Officer, you play a pivotal role in designing and implementing monitoring and evaluation plans, ensuring seamless alignment with project goals and donor requirements. Your collaborative efforts with partners involve providing technical assistance, refining methodologies, and enhancing accountability systems.

Your responsibilities:

  • Design and implement monitoring & evaluation plans with partners, aligning with project goals and donor requirements.
  • Provide technical assistance to partners on indicator design, measurement, and monitoring approaches.
  • Review and assess partner accountability systems, offering guidance and support for improvement.
  • Maintain the learning system, incorporating project insights and facilitating knowledge sharing.
  • Analyze bi-monthly monitoring reports and contribute to project reports, ensuring quality.
  • Manage Third-Party Monitoring (TPM): define scope, review tools, develop visit plans, and monitor implementation.
  • Organize MEAL meetings with partners to discuss progress, challenges, and learning.
  • Assess partner performance, update records, and ensure adherence to monitoring plans and protocols.

Your profile:

  • Bachelor’s degree in a relevant field (e.g., Monitoring and Evaluation, Development Studies).
  • At least 4 years proven experience in designing and implementing MEAL systems in humanitarian or development projects.
  • Strong analytical and quantitative skills, with proficiency in statistical analysis software.
  • Excellent communication and interpersonal skills.
  • Familiarity with international humanitarian standards and donor requirements.
  • Ability to work independently and as part of a team.
  • Fluency in English with excellent written communication skills, Arabic or Turkish is an advantage.
