Working in coordination with the humanitarian community and the Government of Jordan, the IRC's assistance programs for Syrian refugees in Jordan include both camp-based (Zaatari, and Azraq camps) and urban-based refugee assistance (Mafraq, Ramtha, Irbid).

Ahlan Simsim Program

In December 2017, Sesame Workshop and the IRC were awarded the MacArthur Foundation’s inaugural 100&Change grant to make real progress toward solving a critical problem of our time and in December 2018 received another award from the LEGO Foundation to support refugee early education programs. With these extraordinary investments, our partnership will transform the language, early reading, math, and social-emotional skills of a generation of children ages 0-8 affected by the Syrian war. Focusing on children in Iraq, Jordan, Lebanon and Syria over the next five years, the inclusive plan combines the depth of in-person services, reaching 1.5 million children, with the breadth of mass media, reaching 9.4 million children. Job Overview/Summary: The ECD field officer works directly under the supervision of the ECD Manager. The ECD field Officer is responsible for providing guidance and supervision to the ECD Assistant and ECD incentive workers located in Azraq Camp on conducting quality checks on all ECD centers’ activities: children, caregivers and mobilization team. And he/she is responsible for building relationships with the camp community to promote awareness of early childhood development among caregivers of young children.

Major Responsibilities:

  • Recruit the incentive worker – center based in Azraq camp with coordination with the HR, Program Assistant and the ECD Manager.
  • In coordination with the relevant departments (ECD, HR, CP, Security...) to arrange for the incentive worker needed training.
  • Ensure the quality of monitoring the work plan and SOPs for Azraq Center and provide the ECD manger the needed documents.
  • Monitor the ECD activities implemented by the center’s based incentive workers and provide appropriate guidance to ensure quality of implementation.
  • Build a strong and good network with different actors/NGOs/INGOs/Community Leaders inside Azraq camp and Amman to ensure proper referral and coordination on relevant activities.
  • Ensure proper documentation of all the project activities, and success stories.
  • Provide a weekly and monthly schedule for the ECD centers’ activities, including the incentive workers’ schedule.
  • Ensure the safety and security of the place in order to implement Ahlan Simsim’s activities as planned.
  • Organize and manage the field visits (donor or any other related visits) for Azraq ECD center.
  • Conduct regular follow up visits, with collaboration of the program assistant, to follow up with the incentive workers and fill the forms and share them regularly with the line supervisor.
  • Keep all the ECD documents of the incentive workers and the beneficiaries such as attendance sheets and registration forms, and any other information for quality monitoring as part of data collection and reporting.
  • Conduct and supervise the community mobilization activities to register children and caregivers for the ECD activities and enhance community awareness on ECD issues in collaboration with other partners ECD Manager in the camp.
  • Work in close collaboration with the data officer, ECD technical Manager and the ECD Coordinator Officer to achieve scaling objectives.
  • Develop and update the procurement plan for the ECD center and share it with the line supervisor.
  • Report any incident issues to the line supervisor and the relevant staff in IRC and/or based on the referral system.
  • Timely submission of weekly and monthly reports to supervisor.

Staff Management and Development

Manage and supervise the operation of the ECD Center located in village 2 including, but not limited to: activity schedules, monitoring implementation and staffing.

Supervise direct-report staff, including communicating clear expectations, setting performance objectives, and providing regular and timely performance feedback and providing documented semi-annual performance reviews.

Provide constructive feedback and counsel on appropriate career paths and professional development.

Promote and monitor staff care for incentive workers and well-being; approve and manage all requests to ensure adequate coverage.

Qualifications

Education:

University degree in Early Childhood Development- ECD, Early Childhood Education- ECE, social science, social work or community development preferable.

Work Experience:

  • Minimum of 2 years professional experience, experience in NGO a plus.
  • Experience in working directly with children in sector relating to children (ECD, ECE, child protection, gender based violence/ child care survival, informal education, psychology, etc).
  • Experience in working in emergency a plus and/or working in the field.
  • Experience in Child Protection is required

Demonstrated Skills and Competencies:

  • Experience with Microsoft Office, particularly Excel, Word, etc.
  • Strong sense of personal integrity and understanding of confidentiality.
  • Additional qualities: fast learner, ability to work under pressure, flexibility, methodic cultural and environmental sensitivity, creative.
  • Team work skills

Language :

Fluency in Arabic and English writing and speaking.
