The Risk and Operations Technical Officer (ROTO) contributes with HSS-related technical competences to project implementation and general guidance on HSS matters at Syria Country Office (SCO) and Area Office (AO) level
Duties and responsibilities
  • Monitor and track incidents and contextual trends as a basis for analysis relating to safety, security and access.
  • Write regular as well as ad-hoc reports pertaining to security incidents, access developments and other contextual concerns in order to better inform decision-making process.
  • Support SCO, AON and AOS with establishing and maintaining contacts with the authorities in the areas of operation
  • Issue security/access advice on demand in case of significant changes in contexts.
  • Issue guidance on safety & security and movement protocols
  • Conduct deconfliction where required in cooperation with AO’s
  • Update security protocols for staff movement and operations inside Syria (including hibernation plans; Proof of Life procedures; Fire Safety Plans; critical incident management protocol; Duty of care for staff; etc.)
  • Provide extensive support (including regarding safety, security and liaison) in the event of critical incidents
  • Maintain active contact with Safety/Liaison counterparts from peer agencies (including Local Humanitarian Partners) and relevant organizations (UNDSS, INSO, etc.)
  • Support Local Humanitarian Partners in managing safety & security and carrying out sound security risk assessments relevant to the programs they implement on NRC or behalf
  • Facilitate information management and dissemination amongst SCO and AO’s  through weekly context updates as well as ad-hoc security notices
  • Support area management teams on crisis management, incident management and post incident management
  • Produce short and long-term assessments and projections related to contextual developments, relevant dynamics and actor mapping.
  • Support the identification of capacity building needs and train the staff on existing security packages as needed in close cooperation with the SCO training officer and HR.
  • Monitor the security situation on the ground; share regular context updates, and present exceptional update if needed
  • Be part of security actors network
  •  Train and support staff in safety and security protocols
  • Act as surge capacity where required by SCO and AO’s
  • Act as Risk and Operations Manager when required during absence of him/her.
  • Any other task that the ROM assigns to him/her
Qualifications
  • Minimum 2-3 years of relevant experience in a humanitarian/ recovery context
  • Previous experience from working in complex and volatile contexts
  • Relevant support function expertise
  • Documented results related to the position’s responsibilities
  • Fluency in English, both written and verbal
  • Sound knowledge of the context in Syria
  • Fluent in Arabic both verbal and written
  • Experience in staff management, mentoring, couching, training
  • Advanced computer skills Office 365 and Microsoft programs
  • Sound knowledge of operational risk management
  • Knowledge of cooperate risk management an asset

Contract period: Up to one year, renewable based on NRC fund and performance.
