Individual Consultant to Conduct Results- Based Management (RBM) training in The Gambia

MOFEA with support from UNICEF Gambia Country Office is looking for an individual consultant to conduct training for Implementing Partner (IP) staff on Results Based Management (RBM), covering key component areas such as : Concepts of Results Based Management, Data collection and analysis for planning and results for children, M&E and Programme, project planning, Reporting and implementation.

  1. Background

In 2017 and further to the democratic transition in The Gambia, the Government, under the leadership of President Barrow has formulated a new National Development Plan (NDP) 2018-2021 which serves as the reference document for national development. The coming in of a new government and the subsequent formulation of a NDP came on the heels of declining development indicators in many aspects of life of in The Gambia especially in human rights, rule of law, economic and political participation and poverty. In two social sector indicators, the NDP has stated that in Education : while advances have been made with regards to enrolment rates and girls education at the primary level, the issue of quality and relevance of the curriculum and learning materials continues to be a source of serious concern (NDP, 2018) and in Health care the Gambia strong primary healthcare (PHC), which was a model for other countries has deteriorated over the past years and is no longer able to serve the population adequately. Building required capacities and systems for successful implementation of the NDP has been a shared concern of government and Development Partners including UNICEF.  The NDP has stated for the technical implementation of the Plan, technical clusters (that) shall draw together all MDAs delivering on the respective priorities of the NDP. Their functions would be to develop the annual work plans, undertake joint monitoring and prepare progress reports. They shall ensure cooperation and alignment of individual MDA work plans related to that strategic priority. Consequently, there will be 15 technical clusters. Private sector, CSOs, UN agencies and other development partners shall be members of the clusters, based on their areas of expertise. In addition, a national M&E platform will be established to ensure adequate monitoring and evaluation of the Plan. The Ministry of Finance and Economic Affairs through the Directorate of Development Planning and the Gambia Bureau of Statistics will coordinate the work of the technical clusters and the M&E platform. It shall bring together state and non-state actors. Finally, the Plan states at regional level, the MDFT will ensure that Ward and local development programmes and projects are aligned with the NDP and shall undertake M&E and other related activities(NDP, 2018).

As part of this commitment, UNICEF supports the strengthening of key competencies with government and CSO partners to ensure greater aid effectiveness and to deliver strong results for children and the citizenry. UNICEF and partners with the strong collaboration and financial support from government has just finished data collection for MICS VI and the preliminary findings have showed the need for doubling of efforts in selected development indicators thus justifying the need for increased collaborative efforts in evidence-based planning, informed national resource allocation with clear results chains and, effective M&E of national development policies and programmes.

In this regard, MOFEA with support from UNICEF Gambia Country Office is planning to undertake training for Implementing Partner (IP) staff on Results Based Management (RBM), covering the following components:

  • Concepts of Results Based Management
  • Data collection and analysis for planning and results for children
  • Programme and project planning and implementation;
  • M&E and Reporting

Modules for standard UNICEF RBM trainings will be provided by UNICEF. These materials need to be used to ensure quality of RBM training.

Facilitator needs to complete free on-line RBM training and submit the certificate of completion before conducting the training.

2. Objective

 

The objectives of the training will be:

  • Equip government, IPs and staff with RBM skills to strengthen effective and efficient programme management; 
  • Promote and support a results culture, particularly-informed demand for results information;
  • Foster learning, managing, reporting and accountabilities.
  • Enable government and IP staff to build result frameworks to promote ownership of results on the part of IPs,

Specific Objectives:

The RBM trainer will conduct following activities in line with global LTAs for RBM to ensure standard quality for RBM training.

  1. Planning the training-5 working days including the preparation of the modules using UNICEF RBM standard guideline, existing modules of UNICEF RBM training (5 topics and 11 sessions) and course content for review prior to the training session.
  2. Conduct of the training and its evaluation-5 working days
  3. Report on the training - 2 days; including the awarding attendance/course completion certificates to participants

 

EXPECTATIONS AND DELIVERABLES:

  • Training completed on RBM for the staff of UNICEF, The Government of The Gambia and CSO staff
  • A pre and post-training evaluation conducted; summary report to compare pre/post prepared; Certificate delivered for the participants
  • A final report and detailing results and recommendations prepared.

3. Schedule of Tasks, Deliverables, Duty-Station & Timeline

Estimated Duration of Assignment:

2 working days total (5 days for planning, 5 days of training proper, and 2 days reporting)

  • Training Plan and Training Materials (PPT, pre-/post test/ template for certificate)

  1. Estimated duration of contract; Remuneration; Other Terms and Conditions

The consultant will be engaged under short-term individual contract on part-time basis, for a total period of 12 working days within the timeframe from mid-September to mid-October 2019. Amounts and terms of payment will be negotiated based on value for money and in line with UNICEF standards. The implementation cost will be paid to the local partner in GMD while the technical consultancy cost will be paid to the contracting firm as follows:

Deliverable

1st payment: 30% 

  • Submission of free RBM on-line course certificate (Agora UNICEF) to ensure facilitators are aware of the latest RBM module and standard
  • Training Plan and Training Materials (PPT, pre-post test/ template for certificate)

2nd payment 30%

  • Training delivered and evaluated with provision of certificate of completion

Final Payment: 40%

  • Training report

 

5. Qualifications & Experience required

  • In-depth knowledge of RBM including planning, M&E, data collection and reporting
  • Experience in conducting RBM trainings
  • At least 5 years professional experience in M&E, data collection and reporting on development interventions.
  • Strong Analytical and Technical Expertise
  • Experience in conducting research among development organizations in developing countries;
  • Experience in capacity development and documentation of trainings conducted.
  • Excellent report writing and presenting skills in English;
  • Fluency in English is required.
