A. Background

UNESCO is the specialized agency of the United Nations responsible for leading the Global Education Agenda 2030 through the Sustainable Development Goal 4 (SDG 4) within the framework of the 2030 Agenda for Sustainable Development. The UNESCO Regional Bureau for Education in Latin America and the Caribbean (OREALC/UNESCO Santiago) mission is to lead, monitor, and provide technical support to the countries in the region through each of its lines of action to advance towards the fulfillment of SDG 4, with the involvement of other UNESCO offices and institutes and the participation of strategic partners. As part of the work carried out by OREALC/UNESCO Santiago, the Section for the Right to Education and Educational Innovation represents a key area that includes, among other things, coordinating the office's work on teaching issues.

B. Objectives

OREALC/UNESCO Santiago recurrently requires consultants to provide support to the section in specific projects aimed at strengthening and supporting national and regional capacities in the development of teacher policies and frameworks, quality teacher training and professional development programs, establishment of partnerships, networks, and platforms to encourage, identify, and share innovative programs that improve training, policies, and reimagine the teaching profession, within the framework of the goals of the Education Agenda 2030 and the development of the regional teacher strategy of OREALC/UNESCO Santiago.

C. Functions

Under the authority of the Director of OREALC/UNESCO Santiago, and the direct supervision of the Chief of the Section for the Right to Education and Educational Innovation, the contract holder will perform the following duties:

  • Provide technical and operational support for the formulation, management, planning, and implementation of ongoing projects related to teacher education in the section, as well as for the mobilization of resources and establishment of strategic partnerships for new projects.

Long Description

  • Support the development of the regional teacher strategy of OREALC/UNESCO Santiago and its implementation plan, in line with relevant global and regional strategies for the area.
  • Assume roles of liaison with relevant external collaborating partners in the section's projects related to teacher education, supporting the definition of the terms of collaboration, necessary deliverables, and promoting successful management and implementation.
  • Work in an integrated manner with all colleagues of OREALC/UNESCO Santiago and liaise with UNESCO Offices in Latin America and the Caribbean to collaborate on teacher-led issues led by the section.
  • Contribute to the analysis of policies related to teachers, their education, and professional development at the regional level, as well as their changes over time, through mechanisms such as document review, systematization of experiences, qualitative information collection, and monitoring of national and regional instruments and regulations.
  • Develop thematic documents on policies, teacher education, and professional development, through the systematization of experiences, identification of good practices and lessons learned, diagnoses, and recommendations.
  • Provide technical assistance to countries and regional organizations in projects and initiatives related to policies, teacher education, and teacher professional development.
  • Prepare follow-up reports on section’s projects related to teachers.

Long Description

  • Provide technical and administrative support for the publication process according to UNESCO guidelines.
  • Prepare terms of reference for services that may be necessary to hire in relation to the functions established for the position and follow up on their effective hiring and execution.
  • Support the writing of reports, materials, communication resources, and correspondence in Spanish and English.
  • Carry out any other task related to the functions established for the position, at the request of their supervisor and considering their qualifications and experience, that contributes to the achievement of the plans and objectives of OREALC/UNESCO Santiago and its leadership role of Sustainable Development Goal 4 in Latin America and the Caribbean

REQUIRED QUALIFICATIONS

  • Postgraduate studies (Master's or equivalent) in Education, Pedagogy, Sociology, Anthropology, Economics, Social Sciences, Public Policy, or another related discipline.
  • Proven substantive work experience in teacher policies and frameworks, teacher training (pre-service and in-service), and teacher professional development in Latin American and Caribbean countries.
  • Proven substantive work experience in project coordination and management (design, content, planning and execution of activities, technical support and supervision, evaluation, progress reports and budgets).
  • Extensive previous experience in research (qualitative, quantitative, or both).
  • Superior skills in self-management, teamwork, and interpersonal relationships.
  • Experience in synthesizing and publishing technical materials, with demonstrated ability to manage the analysis and systematization of legislation, policies, and training and/or professional development tools for teachers.
  • Excellent skills in clear and effective communication (written and oral).
  • Excellent language proficiency in Spanish and English (written and oral).
  • Excellent presentation skills for various stakeholders to consult with them and review and/or disseminate project-related materials.

 

DESIRABLE QUALIFICATIONS

  • A relevant PhD
  • Publications on teaching topics in general, and specifically related to teacher training (pre-service and in-service), didactics and curriculum, innovation, 21st-century skills, ICTs, and foundational skills
  • Knowledge of Portuguese or French
  • Work experience in teaching topics at the international and/or intergovernmental level
  • Experience or knowledge about the situation of teaching personnel in the region, especially in the Caribbean
