OBJECTIVES OF THE PROGRAMME
The objective of the WHO Bangladesh Country Office is to implement the Country Cooperation Strategy by supporting the Bangladesh Government in the formulation, implementation and evaluation of national health policies, strategies and plans and developing and managing WHO's technical cooperation programmes. WHO provides guidance and technical support in organizing the humanitarian health response and in revitalizing the capacity of the health sector to rebuild and recover from emergencies in appropriate and sustainable ways. The Country Office develops a two-way collaboration with the Government of Bangladesh in support of their efforts of achieving national health goals; of ensuring the attainment of universal health coverage and of contributing to global and regional public health action by providing need-based technical assistance in national level policy formulation, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity, to play a greater leadership role in different national level policy and technical forums.The objective of the PHA unit, based in Category 6, is to provide core services, namely support in planning, budgeting and management, including the development of workplans, budget-related planning and management, as well as monitoring and implementation of and reporting on WHO collaborative programmes, in line with policies of the Organization.DESCRIPTION OF DUTIES
Under the overall guidance of Deputy WHO Representative and direct supervision of the Technical Officer - Monitoring and Reporting, the incumbent will assist in planning and development of programme budget and work plans for the country programme. He/she will monitor the implementation of WHO/MOHFW collaborative programmes, including collection and analysis of data on programme implementation\:1. Provide support in planning, monitoring and developing WCO Bangladesh's programme budget and work plans in accordance with the Country Cooperation Strategy and the Organization's as well as national health policies and procedures;
2. Monitor the implementation of GoB/WHO collaborative project/programme activities including collection and analysis of data on implementation status from GSM;
3. Facilitate programme implementation by ensuring timely workplan funding, award creation and distribution, budgeting of/to activity and HR workplans;
4. Provide administrative support to the planning, monitoring and evaluation unit, including organizing meetings, facilitating missions from visiting consultants, organizing training programmes, workshops and seminars, preparing letters, faxes and memorandums, filing of relevant materials and correspondences;
5. Comply with the approved policy of budgeting on deadlines and the management of the budgeting process; receive the budget estimates of the organization and critically examine them for correctness, accuracy and completeness; suggest suitable amendments in the budget;
6. Consolidate data for budget presentation and provide regular overviews of the financial status of the overall operations for analysing actual results to budgets and forecasts; submit budget reports to the concerned for further scrutiny and approval;
7. Maintain a tracking system for technical and financial reporting requirements;
8. Maintain electronic filing system; maintain policy, confidential and general files;
9. Draft and obtain clearance for financial management reports and requests for certified financial statements;
10. Work in close coordination with concerned units in SEARO especially Planning and PPC on matters related to WCO Bangladesh programme budget formulation, implementation, monitoring and evaluation issues;
11. Undertake any other assignment as requested by the supervisor.
REQUIRED QUALIFICATIONS
Education
Essential\: Completion of secondary school education. Desirable\: First university degree in public health, management, business or public administration or other sciences from an accredited or recognized institute.
Experience
Essential\: At least eight years practical experience in the area of planning or budgeting or financial management or work plan or project development.Desirable\: Experience working with the UN System or WHO; very good English writing skills; practical experience in the area of finance or general administration.
Skills
Essential\:⢠Demonstrated knowledge in public health, epidemiological or economic analysis, climate change and health, international development;⢠Familiar with supporting Member States in responding to climate change;⢠Excellent interpersonal, and collaborative skills, and ability to build and sustain collaborative relationships with other partners, within and outside WHO.Desirable\:⢠Demonstrated knowledge and skills in the principles and practices of protection of human health from climate change, particularly in risk management, climate change and health, environmental health, project management and research;⢠Proven ability to evaluate country needs for planning and promoting national health adaptation capabilities; Demonstrated expertise supporting the planning, development and implementation of norms and standards related to climate change and health;⢠Proven track record in supporting the development of effective mechanisms for monitoring and evaluation to facilitate reporting, lessons learnt and best practices and the promotion of cross-cutting activities; Sound understanding of global and regional issues of PHE;⢠Excellent communication and presentation skills with ability to write in a clear and concise manner and to give technical advice and guidance taking into consideration the views of multiple stakeholders and partners;⢠Proven ability in climate change resource mobilization and advocacy;⢠Proven interpersonal skills and the ability to promote consensus and resolve issues in a proactive manner;⢠Diplomacy, tact and courtesy.WHO Competencies

REMUNERATION
WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at BDT 1,615,745 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.ADDITIONAL INFORMATION
