The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs




NRC in Iraq

Iraq, with a long history of displacement, has seen an unprecedented rise in recent years. Of the more than 5.8 million Iraqis who fled their homes since 2014, two million remain displaced. Over four million Iraqis have returned to their area of origin. Many Iraqis have returned to areas that lack basic infrastructure, utility services and livelihood opportunities, or where explosive devices have not been cleared. Other challenges include: lack of security, community rejection, housing, property and civil documentation issues and lack of educational opportunities.

The UN estimates that more than 8 million Iraqis will need assistance in 2018, and 3.2 million children attend schools irregularly or not at all. Humanitarian agencies are asking for 569 million USD to deliver basic assistance to Iraqis  (HRP 2018). With military operations against IS group having ended, the Iraqi government faces new challenges to ensure an inclusive reconstruction and reconciliation that will sustain peace.

Since 2010,NRC Iraq has been assisting internally displaced Iraqis, Syrian refugees, and host communities in Ninewa, Dohuk, Erbil, Kirkuk, Basra and Anbar. We focus on assisting the newly displaced, those in lengthy displacement in camps and those in hard-to-reach places. In 2018, NRC scaled-up programmes across Iraq to respond to the large-scale displacements and returns, especially in Anbar governorate, around Kirkuk and in Ninewa using our water and sanitation, education, camp management, legal assistance, livelihoods, camp management, and cash activities.

 Finance Technical Officer - Reporting

The purpose of a Finance Technical  Officer (Reporting) is to implement delegated area of responsibility. The main responsibility of the Technical Finance Officer is to Implement NRC’s systems and procedures at Country Office and area level and prepare financial reports for All NRC Iraq projects.

Role Specific Information:

  • Prepare Financial reports to all NRC Iraq donors.
  • Identify, in coordination with programmes and Finance team, needs for financial tools to support budget holders and finance for better financial management.
  • Follow up with the Grants to ensure that NRC receives installments from donors on time as per the project agreement.
  • Prepare and share Budget vs Actual (BVA) with areas and consolidate spending plans from different areas on a monthly basis
  • Training finance staff on checking costs against budgets before posting costs into Agresso
  • Follow up all area offices to prepare fair share calculation of support costs across various donors and support the finance staff to correctly charge costs according to this agreed fair share calculations.
  • Support the FMs and controller with year end closure process.

Our Ideal Candidate:

A university graduate in a relevant field(s) with minimum 2 years’ experience in a Finance Officer position and in humanitarian/recovery settings, especially in complex and volatile environments. Fluency in English, both verbal and written is required.  Knowledge of Arabic and Kurdish language is preferable.
