The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The objective of the OSCE Special Monitoring Mission to Ukraine (SMM) is to contribute, in close co-operation with OSCE institutions and other actors of the international community, to reducing tensions and fostering peace and stability in Ukraine, and ensuring the observance of OSCE principles and commitments, thus establishing conditions for inclusive political dialogue aimed at achieving a sustainable transition respecting the territorial integrity and sovereignty of Ukraine.

The Mission is composed of about 1500 mission members, from more than 40 participating States and has a budget over EUR 100 million.

The Administration and Finance Department comprises of the following Units: Infrastructure (including General Support Services and Dnipro Forward Logistics Base), Finance and Budget, Human Resources, Medical Services, Procurement and Contracts Management and ICT Management.

The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to further improving gender balance among staff in all areas and levels within the SMM. Tasks and Responsibilities    
     
   

Under the direct supervision of the Director of Administration and Finance (DAF), the Head, General Services provides general guidance and leadership in the management and co-ordination of facility management, asset management, logistics and transport services within the Mission, in co-operation with relevant stakeholders and the senior General Services management team at the OSCE Secretariat. The incumbent ensures that policies and procedures are in place to optimize the Mission's resource and logistics management and to streamline the provision of general support services. The incumbent will have to travel within Ukraine occasionally to visit different SMM locations to enhance and support the development of General Services practices.

More specifically, the incumbent is responsible for:

  1. Identifying the general services requirements of the Mission and maintaining an effective and efficient logistical function;
  2. Leading assets management and inventory, building management, logistics and transport in a cost efficient approach while ensuring delivery of necessary services to contribute to the objectives of the Mission;
  3. Developing and implementing Mission's internal control policies on all aspects of General Services;
  4. Proposing procedures and instructions to ensure effective and efficient use and maintenance of Mission's material resources;
  5. Providing advice and support to the Director of Administration and Finance on all aspects of General Services, including technical matters;
  6. Continuously improve the management of the Mission's equipment, receipt, inspection and warehouse;
  7. Overseeing the building management projects, including project development, design, preparation of plans, specifications, tender documents and implementation;
  8. Preparing reports and statistical analysis for budget planning and for introducing efficiency measures where needed;
  9. Formulating strategies and designing innovative solutions to resolve complex transport, building management and logistical issues;
  10. Working closely with the Head, Finance and Budget in developing and presenting the annual Capital Expenditure Plan for endorsement;
  11. Identifying gaps and weaknesses in assets management and inventory practices, developing and implementing plans for improvement;
  12. Ensuring to organize the appropriate storage and rotation of Mission's assets and supplies and also the disposal of same if and when considered appropriate in line with the OSCE rules for such disposal;
  13. Acting as the principal liaison for logistical support activities in the Mission or between the Mission and other Missions/Institutions where necessary;
  14. Performing other related duties as required.

Necessary Qualifications    
     
   
  • Second-level university degree in public/business administration, logistics or engineering, or a related field; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree;
  • A minimum of ten years of professional experience in material resource management, logistics, asset management or facility management and a minimum of four years' experience as a senior  manager, preferably at least in one of these areas;
  • Experience in an international organization, preferably partly in a mission environment;
  • Thorough understanding of General Services principles, processes and instruments as well as organizational and general management concepts;
  • Experience as a senior manager in organization wide General Services planning and analysis; 
  • Ability to effectively communicate complex technical information and concepts to managers with non-technical expertise;
  • Leadership to foster motivation, interest, involvement and team work on the part of staff; 
  • Gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
  • Effective interpersonal skills, able to influence effectively and build partnerships and consensus, in teams and with stakeholders; 
  • Professional fluency in the English language, including oral and written communication skills;
  • Proficiency in the Windows applications including word processing and email, as well as ERP systems.

Remuneration Package    
     
   

Monthly remuneration subject to social security deductions is about USD 7,259 to which is added Board and Lodging Allowance of about EUR 3,750 per month (EUR 125 per day, subject to change without prior notice). Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
