DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman.

 

About the job

Overall purpose of the role:

The role of RSCC, MERO will be to ensure that DRC Regional and Country offices have the adequate capacity, tools and mechanisms in place to successfully implement DRC's Supply chain ERP system, as well as to ensure that Procurement and Logistics to support DRC operations in the Middle East is effective and in line with organizational procedures and standards.

 

Duties and Responsibilities

Responsibilities:

 1) Technical support and strategic oversight to implementation of ERP Supply Chain

  • Work with ERP coordinator and facilitate regional ERP forums, workshops and trainings as a lead Super User to ensure implementation of the ERP. roll-out. This includes fulfilling the role of Maser Data Manager
  • Support the development of key planning, implementing and monitoring tools for successful roll out of Global Policy. This includes job aids, manuals, lessons learned documents, etc.
  • Liaise with senior management to assess and ensure adequate ERP HR structures are put in place for successful roll-out.
  • Act as the Supply Chain ERP focal point for MERO, and provide relevant feedback to senior management progress and issues of concern for the region. This includes representing ERP in the RSMT.
  • Ensure that MERO and country offices have updated information and communication on ERP Supply Chain
  • Ensure that Global policies are translated in simple handouts and training material for the Country Offices. Ensure Global policies are adhered to in the Country Offices.

     

     2) Capacity building Enhance the capacity of Supply Chain staff in the region, by liaising with senior country staff and Head of Support services. This includes, support capacity development plans, facilitating training, developing guidelines, jobs aids and tools.

  • Manage the supply chain officer for MERO
  • Support Head of Support Services at country level to assess the performance of senior procurement and logistics staff and advise on the suitability of staffing structure to manage logistics and procurement effectively
  • Support Head of Support Services at country level to recruit senior logistics and procurement staff in the region and assess the performance of these positions (including PADA, KPIs and probation).

     

    3) Assurance and Accountability

  • Provide technical, strategic and advisory support to MERO and countries to ensure logistics and procurement meet organizational standards. This includes assessing and ensuring compliance for procurement as per OH and donor regulations.
  • Review tenders and derogations for high value procurement only above $40,000 USD
  • Conduct periodic spot-checks and internal audits at country level to ensure compliance. This includes making recommendations and following up with countries to ensure corrective actions are taken.
  • Participate in investigations into allegations of fraud in procurement as required.
  • Support HQ and MERO in policy development related to procurement and logistics.
  • Provide a quarterly country performance dashboard/report to RSMT and HQ Supply Chain Hub.

 

4) Information Technology (IT)

  • Act as a focal point for HQ and CO IT in the Regional Office
  • Liaise with HQ to ensure that Global Initiatives for IT are rolled out in the region

  • Act as a focal point in region for HQ to facilitate migration of the email domain.

    Required:

    Experience and technical competencies:

  • A minimum of 5 years relevant experience in Supply Chain, including at an international level, at least 2 years of relevant regional level experience is preferred.
  • Working experience within the Middle East is preferred.
  • A minimum 3 years relevant experience working in an international humanitarian or development organization.
  • Experience in developing strategies and policies, and driving implementation.
  • Experience working in multi-cultural work settings.
  • Excellent inter-personal and conflict management skills.
  • Ability to work at multiple levels within organizations.
  • Ability to manage large and varied workloads and deal constructively with stressful situations.
  • Strong organizational and project management skills.
  • Good skills in training facilitation.

     

    Education:

  • Postgraduate degree in the field of Supply Chain, Logistics or relevant field; or first level degree combined with 7 years of experience in lieu of post graduate degree
  • HEAT (preferred)

     

    Languages:

  • English (fluent)
  • Arabic (preferred)
