Purpose for the job

Under the supervision of the Monitoring & Evaluation Specialist (NOC), the incumbent is accountable for providing professional expertise and assistance in data collection, data analysis, monitoring, information management and capacity development with special attention to the interests of key stakeholders.

 

Key functions, accountabilities and related duties/tasks

  1. Programme Performance Monitoring
  • Provides technical support to monthly Humanitarian Performance Monitoring (HPM) of key indicators for the Country Office, including data verification, consolidation, analysis and dissemination.
  • Contributes to the development and further improvement of guidance and tools for partners to facilitate quality data collection and reporting.
  • Conducts data analysis of progress monitoring reports from staff and third party monitors.
  1. Information Management
  • Supports the development, enhancement and roll-out of information management systems, including electronic platforms, to ensure that information on key programme indicators is systematically and timely collected, consolidated and made available to management, staff and key stakeholders. Key responsibilities include the following: write well-designed code; produce detailed specifications; troubleshoot, test and maintain core product software and databases to ensure strong optimization and functionality; contribute in all phases of the development lifecycle; develop and deploy new features to facilitate related procedures and tools if necessary.        
  • Provides technical support in preparing a range of regular information products, including maps and infographics, for the Country Office Management, staff and external stakeholders.
  • Contributes to regular quality assurance and further standardization of information management tools and products.
  1. Capacity Development
  • Contributes to strengthening the capacity of staff and national partners in the area of monitoring and information management.
  • Provides technical support to staff, third party monitors and national partners on a regular basis to ensure quality data collection, verification, consolidation and analysis.
  1. Partnerships and Coordination
  • Facilitates and maintains effective working relations with UNICEF staff, other UN agencies and national partners with regard to monitoring and information management.
  • Performs any other duties and responsibilities to support the Country Office in the area of monitoring and information management.

 

 Impact of Results

  • Humanitarian Performance Monitoring (HPM) of key indicators for the Country Office is effectively and efficiently conducted, including data collection, verification, consolidation, analysis and dissemination.
  • Information management systems are developed, enhanced and rolled out, ensuring that information on key programme indicators is systematically and timely collected, consolidated and made available to management, staff and key stakeholders through regular information products.
  • Capacity of staff, third party monitors and national partners in the area of monitoring and information management is strengthened through training and technical support.
  • Effective working relations are maintained with UNICEF staff, other UN agencies and national partners with regard to monitoring and information management.
  • Any other assigned responsibilities are effectively carried out in support of the Country Office.

Recruitment Qualifications

Education:     First level university degree in computer science, information management, statistics, geographic information systems, engineering or a related discipline..  

 

Experience:   

  • Professional work experience in programme development and implementation including monitoring and evaluation activities as follows:  
  • One year of relevant professional work experience or field work experience
  • At least one instance of exposure to emergency programming, including preparedness planning. Active involvement in a humanitarian crisis response programme preferred..
  • Demonstrated experience in monitoring, statistics, information management, database management and system analysis.
  • Demonstrated software development experience in PHP and demonstrable knowledge of web technologies such as HTML, CSS, Java script and AJAX. Good knowledge of relational databases, version control tools and developing web services.
  • Highly proficient in Microsoft Office (Word, Excel, Access, PowerPoint, etc.) and preferably experience with PHP, MySQL and web application development.

 

Language Requirements:     Fluency in English and Arabic, both verbal and written
