Context:

Under the overall supervision of the Chief of Mission (CoM), guidance of the Mission Resource Management Officer (RMO), and direct supervision of the Programme Manager of the Niger Community Cohesion Initiative (NCCI), the successful candidate will be accountable and responsible for coordinating the budgetary, financial, human resources and administrative functions of the NCCI Programme. NCCI is a community-based, small grants initiative implemented in close coordination with the donor, with communities in priority areas, and with all levels of Government.

Core Functions / Responsibilities:

1. Monitor and oversee the financial management for all activities implemented under NCCI, including the confirmation of funds availability for purchases under the Programme in accordance with IOM’s procurement policies and procedures and ensuring that NCCI purchases and sub-grants are recorded in Processes and Resources Integrated Systems Management (PRISM) as commitments in a timely manner.

2. Coordinate the preparation of donor financial reports in accordance with IOM’s established policies and procedures; it will include pipeline updates and PRISM/NCCI database Page 1 / 4reconciliations, monthly and quarterly reports in line with the donor requirements. 3. In coordination with the Mission’s finance unit, forecast cash flows according to activities of the NCCI; ensure funding is received in accordance with donor agreement. 4. Exercise budget control and analyze variances between budget and actual expenditures on a monthly basis and take action to resolve discrepancies/inconsistencies, alerting the Programme Manager and CoM regarding unusual trends. Work with project coordinators in the preparation/modification of budgets when applicable.

5. On a monthly basis, coordinate with the grants unit the reconciliation exercise of all grants expenditure between the OTI database and PRISM; track possible discrepancies and undertake the required corrections on PRISM to facilitate the reconciliation of the expenditures. 6. Inspect payroll, office and grant expenditures versus budgets, ensuring that salaries and all other expenses are correctly allocated to the Programme budget lines consistent with IOM's projectization criteria and having regard to NCCI restrictions.

7. Provide NCCI inputs into the development of permanent instructions and procedures to complement or to adapt the general instructions of IOM, taking into consideration the minimum requirements of IOM’s policies and procedures as well as the volume of activities, staffing and the constraints and specific needs of the Mission, namely in the areas of general administration, finance and human resources.

8. Assist in managing the human resources function and implement decisions on recruitment, retention, promotion, and separation of local staff in accordance with HR regulations, rules, policies and procedures and help to resolve difficult or sensitive cases. 9. Supervise and train the programme staff on IOM's administrative/financial policies and procedures.

10. Assist the Programme Manager in undertaking NCCI staff evaluations and make available for them learning opportunities based on their needs, encouraging them to pursue these opportunities.

11. Closely collaborate with RMO colleague(s) to ensure a seamless coverage of the resources management function, both for the general office functions as well as for the NCCI. 12. Monitor staff and office expenditures related to the Programme.

13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Accounting, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience. • Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

• Experience in finance, accounting, budgeting and business administration; • Good knowledge of human resources management;

Page 2 / 4• Experience in liaising with governmental and diplomatic authorities as well as with international institutions; knowledge of IPSAS and SAP highly desirable;

• Previous working experience in Niger, or in a resource management capacity in an IOM office operating in an emergency environment, and knowledge of IOM accounting systems, software and procedures a distinct advantage.

Languages

Fluency in English is required. Working knowledge of French is an advantage.

Internationally recruited professional staff are required to be mobile.
