Overall purpose of the role
The EORE TQM Officer is responsible for overseeing the quality management of the Explosive Ordnance Risk Education (EORE) program, ensuring that activities meet international standards and DRC’s operational guidelines. The role focuses on maintaining high-quality delivery of EORE services, providing technical support and training to staff, and ensuring that all data, materials, and processes align with established quality benchmarks. The officer will work closely with the HMA Coordinator, EORE Team Leader, and other stakeholders to ensure continuous improvement and impact of EORE interventions.
The Danish Refugee Council in the occupied Palestinian territory (oPt) seeks an EORE TQM Officer to support the planning, coordination, and implementation of quality management activities within the EORE program. The position will work closely with the HMA Coordinator, EORE facilitators, and other stakeholders to ensure the quality of EORE activities, compliance with international standards, and the development of effective methodologies and tools. The EORE TQM Officer will also be responsible for providing technical guidance, conducting capacity-building trainings to partners, and ensuring that all EORE data and materials meet the required quality standards.
Duties and Responsibilities
Planning, Coordination, and Context Analysis
- Support development of and follow the EORE QM activity workplans
- Actively participate in internal EORE and QM team meetings and share pertinent updates
- Maintain up-to-date knowledge on the context, including Explosive Ordnance (EO) contamination
- Attend EORE, Mine Action, educational, methodological, and similar meetings, workshops, and conferences
Implementation of Explosive Ordnance Risk Education
- Conduct EORE Training of Trainers (TOT) for local stakeholders
- Develop, test, and provide guidance on EORE (informational) materials, methodologies, and tools
- Contribute to the development of EORE SOP and TMP and provide technical insight to EORE staff on IMAS, NMAS, SOP, and TMP
Reporting and Information Management
- Check the quality and accuracy of EORE activity data and flag any issues with the HMA Coordinator
Procurement, Warehouse, and EORE Archives
- Check that all EORE equipment is fit for purpose and complies with IMAS, NMAS, and EORE SOP and TMP and flag any issues with the EORE QM Specialist
- Check that all data is of high-quality and that required Mean of Verifications for EORE activities are uploaded to online and offline EORE archives and flag any issues with the HMA Coordinator
- Check that procured equipment, tools, and materials correspond to team needs and methodological standards and flag any issues with the HMA Coordinator
People/Budget Management
- Support the induction of new staff by providing internal EORE Training of Trainers
- Conduct all capacity development trainings on EORE and related topics (Community Liaison, leadership, gender, etc.)
Monitoring and Quality Assurance/Quality Control (QA/QC)
- Conduct monthly Quality Assurance/Quality Control (QA/QC)
- Compile lessons learnt on EORE activities and produce monthly reports for HMA Coordinator
- Support the development of Monitoring and Evaluation systems, in conjunction with DRC MEAL team and HMA Coordinator
Experience and technical competencies:
- Minimum 2 years of experience in a humanitarian organisation or an educational institution, ideally in QM of EORE or HMA
- Experience working with children, adolescent, and adult audiences, public speaking capacity
- Computer literacy: Intermediate knowledge of Microsoft Office package
Languages
- Intermediate in written and spoken English
- Arabic
