Overall purpose of the role
The EORE Team Leader will oversee the planning, coordination, and implementation of Explosive Ordnance Risk Education (EORE) activities within the Area of Operations. The role involves ensuring effective coordination with internal and external stakeholders, managing EORE operations and teams, and ensuring compliance with DRC’s Standard Operating Procedures (SOP). The EORE Team Leader will be responsible for delivering high-quality risk education to communities, supervising staff, maintaining EORE warehouses, and ensuring that all activities are aligned with DRC’s humanitarian mandate and operational objectives.
The Danish Refugee Council in the occupied Palestinian territory (oPt) seeks an EORE Team Leader to oversee the planning, coordination, and implementation of EORE activities. The position will work closely with the HMA Coordinator and other internal stakeholders to ensure the delivery of high-quality risk education to communities, while maintaining effective coordination with other EORE providers. The EORE Team Leader will manage a team of facilitators and officers, oversee logistics and procurement related to EORE activities, and ensure compliance with DRC's policies, SOPs, and standards.
Duties and Responsibilities
Planning, Coordination, and Context Analysis
- Produce weekly and monthly activity workplans in collaboration with the Area Technical Field Manager and report on their progress
- Ensure field coordination with other EORE providers and flag uncoordinated efforts to the HMA Coordinator
- Organise and facilitate regular internal EORE team meetings
- Act as the main Focal Point for DRC HDP Humanitarian Demining, Non-Technical Survey, Victim Assistance, and other DRC sectors to contribute to an integrated approach
- In cooperation with EORE Quality Management (QM) Team Lead and HMA Coordinator, continuously analyse the context, including Explosive Ordnance (EO) contamination
- Attend internal coordination meetings as well as EORE local, district, or regional meetings in their Area of Operations when required
Implementation of Explosive Ordnance Risk Education
- Upon staffing gaps, conduct direct and online EORE sessions for adults, adolescent, and children according to DRC HDP SOPs, using standard and approved methodologies
- Oversee the conduct EORE Training of Trainers (TOT) for local stakeholders
- Manage the organisation of HMA workshops, events, and other such public events, organised by DRC in their Area of Operations
- Supervise Community Liaison (CL) with local communities and conduct Community Liaison with district and regional authorities
- Plan, supervise, and report on the distribution of EORE informational materials to Information Management and/or HMA Coordinator
- Contribute to the development of EORE (informational) materials, methodologies, and tools Support EORE QM Team Lead and HMA Coordinator in the development of EORE SOP and TMP and ensure compliance with said documents by EORE Facilitators and Team Leads

Reporting and Information Management
- Maintain up-to-date records of EORE activities, based on the inputs from EORE Facilitators and Team Leads in their Area of Operations
- Provide inputs to government, donor, and other donor reports, as well as Concept Notes and proposals as requested by HMA Coordinator
Procurement, Warehouse, and EORE Archives
- Oversee the upkeep of EORE Warehouses in assigned DRC offices, including updated records of EORE assets, and report any challenges to HMA Coordinator
- Oversee the regular upkeep of the online and offline EORE archives
- Oversee EORE procurement efforts
People/Budget Management
- Directly manage EORE Facilitators and Team Leads and their day-to-day work
- Recruit and onboard new staff, ensuring their equipment and office needs are met, conduct annual performance reviews, ascertain correct salary budgeting, and raise issues to HMA Coordinator
Monitoring and Quality Assurance/Quality Control (QA/QC)
- Cooperate during EORE (internal and external) monitoring as well as in-country or HQ Quality Assurance/Quality Control (QA/QC)
- Contribute to the lessons learnt reports on EORE activities
Experience and technical competencies:
- Minimum 3 years of experience in a humanitarian organisation or an educational institution, ideally with experience managing or coordinating EORE or HMA
- Experience working with children, adolescent, and adult audiences, public speaking capacity
- Computer literacy: advanced knowledge of Microsoft Office package
Languages
- Advanced in written and spoken English
- Arabic
