UNDP Pakistan works with the Government and communities to develop and implement local solutions to development challenges. In an evolving development context, UNDP supports the efforts of the Government of Pakistan to build a more equitable, prosperous, peaceful, and resilient society, and to achieve its SDGs and COP 25 targets.
RECCU is supporting projects across the country to respond to the growing threat of climate change, to mainstream environmental concerns into national development planning processes, and to expand access to environmental and energy services for the poor. In particular, UNDP has sought to ensure that the poor have stronger capacities to manage, adapt, and monitor climate change. Climate Change is a huge development challenge as well as a huge environmental challenge. It is a growing problem and is now hitting the poorest and the most vulnerable first and hardest.
The M&E & Reporting Officer will be responsible for the quality assurance and evaluation of project activities throughout the implementation and closure of project Water for Development and PASBET. The M&E & Reporting officer will work closely with the Technical Specialist (W4D) and Project Coordinator (PASBET) in developing and providing key support on the formulation of integrated monitoring and evaluation (M&E) and results-based management (RBM) frameworks, systems, and plans in line with UNDP Programme and Operations Policies and Procedures (POPP) for CO programmes, projects, and initiatives to inform programme implementation, ensure programme effectiveness and compliance with corporate programming and reporting requirements, and support CO management decision making.
The incumbent will work under the overall guidance and supervision of the Technical Specialist W4D and Project Coordinator - PASBET Project of the Resilience Environment & Climate Change Unit (RECCU), UNDP, Pakistan.
Primary focal point and custodian of the Monitoring and Evaluation Strategy of the project and its effective implementation.
- Design and implement Monitoring and Evaluation framework/strategy/system based on Logical Framework Analysis (LFA) of the Project to assess timely and quality implementation of activities to achieve results (outputs, outcomes and impacts), including work plan, targets and indicators;
- Review, adopt, test and modify existing/available monitoring tools, techniques and methods to suit the specific needs of the Project;
- Facilitate baseline study for benchmarks and assessing progress and achievements;
- Take lead in establishing data collection procedures and database.
- Provide support to project leads in planning, reporting and documenting experiences and lessons learned as well as in assessment of results and quality of activities;
- Keep track of all ongoing/completed/planned project activities to ensure consistency with project implementation timelines;
- Compile quarterly and annual progress/reviews and Performance Implementation review reports based on the inputs from project leads and stakeholders;
- Facilitate annual and periodic implementation review and assessment exercises;
- Develop quarterly and annual Project work plans and travel plans for monitoring and evaluation purposes with input from Technical Specialist and stakeholders;
- Keep abreast of new methods and techniques with regards to M&E of project activities based on UNDP guidelines;
- Develop targets and performance indicators to be included in the monitoring system for Project activities, annual reviews and special studies,
- Develop briefs/special and donor reports as per the donor requirement and ensure coordination for effective clearnce from all units for review as needed.
- Update the Project Leads in all aspects of the Project including and advise on strategic issues for successful execution of the Project; Ensure continuous knowledge sharing across project offices on best- practices in M&E in line with requirements of the Government, UNDP and donors;

- Keep abreast of all existing Government, UNDP and donor’s M&E requirements, and any modifications to them, and ensure its universal application across the project.
- Prepare and implement training plans for enhancing M&E capacities of the project team and its partners.
- Design a participatory and web-based M&E reporting system accessible to the Project team and partners.
- Keep close liaison with project leads of W4D and PASBET in all Project activities including supervision of field activities, and take an interest in technical aspects of the Project, interaction with communities, and representatives of line departments in the Project area, especially regarding long-term sustainability of the Project.
- Document and disseminate lessons learned and best practices.
Lead project-level coordination of and support to monitoring, reporting, evaluation, and results-based management
- Organize learning, training, and capacity-building activities on monitoring and evaluation, RBM, data collection and survey methods, and gender mainstreaming during project implementation for PASBET and W4D.
- Support the identification, synthesis, documentation, and dissemination of key lessons learned and good practices derived from monitoring and evaluation activities on what works, and what does not work, and revised theories of change to identify innovative ideas for their scaling or replication.
- Provide sound contributions to local knowledge networks, communities of practice, and other knowledge management mechanisms.
- Contribute to the implementation of Evaluation Knowledge Management and Learning Strategy
- Supports and facilitates all third-party monitoring and project-level monitoring visits on a needs basis ensuring the project quality assurance and timeliness on the project progress against the approved AWP and workplan.
- Take the lead for the overall risk management in Quantum and management of various monitoring dashboards in support of project leads on Quantum and PIMs+ for vertical projects.

- Advanced university degree (master's degree or equivalent) in Public Administration/Policy, Business Administration, Project Management, Economics, Programme Evaluation, Management Information Systems or a closely related field is required. OR
- A first-level university degree (bachelor’s degree) in the areas mentioned above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
- Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) at the national or international level in project formulation and management of development projects.
- Proven ICT skills, especially in the development of MIS software, using database software.
- Experience in developing participatory M&E systems and analyzing data, using statistical software is desired.
- Experience in designing tools and strategies for data collection, analysis, and production of reports is desired.
- Good organizational management and technical skills with a track record of implementation and monitoring of community-based projects are desired.
- Demonstrated experience in strong drafting, presentation, reporting, and coordination is desired.
Required languages:
- Fluency in English and Urdu is required.
- Knowledge of other local languages is an asset
