The scope of this Call for Expressions of Interest is to find qualified affiliate workforce to support L2/L3 countries in the above functional area.

Qualified affiliate workforce will be placed on an Internal Surge Team (IST). IST will enable the deployment of essential personnel to lead and support country-based emergency response on a short-term basis. These surge roles are designed to provide a punctual, time-bound support to country response and help establish longer-term mechanisms and processes.

• Support deployments are considered for affiliate workforce already in service of the Organization, including those on contract break with a new assignment planning to start over in the short term.

• Interested employees will be required to discuss upfront with their managers, who are encouraged to release employees to support, and to upload the signed pre-release agreement form at the time of the application.
• Selected candidates will receive a notification of their inclusion in the IST. From that moment they might be called for a surge support at any time, and in line with the duration of their contract.
• Selected candidates will be released of their function for a period which may vary according to country offices needs not exceeding three months, after which they return to their normal functions.
• Surge support must be provided in person, candidates in the IST will be required to have the following documentation ready in case of upcoming mission (Valid passport, Laissez-passer, SSAFE training).
• Affiliate workforce deployed will be reporting to the assigned supervisor for the duration of surge and the change in reporting lines will be reflected in GRMS.

Organizational Setting

FAO country offices, headed by an FAO Representative, are assisting governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition.

Reporting Lines

The Conflict and Peace Specialist reports to the relevant manager at country level. Technical reporting/liaison with the CPU at HQ or existing sub-regional capacity if required.

Technical Focus

Protracted crises and conflicts; conflict analysis; conflict-sensitive programming; contributions to sustaining peace and stability; peace responsiveness; Humanitarian-Development-Peace Nexus (HDPN).

Tasks and responsibilities

• Conduct or facilitate national, area or project-specific context/conflict analyses (both in depth and ‘good enough’, and joint where appropriate), based on corporate guidance, to support\:
o Strategic decision-making in conflict-affected contexts, including in the event of changes to the operating environment from rapid and slow-onset shocks (human-induced and natural disasters);
o Programme development and the identification of humanitarian-development-peace (HDP) entry points;
o Conflict-sensitive programming;
o Development of country programming frameworks and resilience frameworks;
o Inter-agency discussions and planning as well as donor engagement.
• Facilitate conflict sensitivity “Programme Clinics” with FAO staff and partners to ensure FAO interventions are conflict sensitive, limiting and potential harm and maximising peaceful outcomes in communities;
• Support capacity development on conflict sensitivity and peace-responsiveness among staff, partners and local authorities, where relevant;
• Integrate relevant conflict-sensitive monitoring and evaluation indicators in coordination with MEAL colleagues;
• Set up and support, as appropriate, ongoing context monitoring processes to inform adaptive project/programme management in dynamic contexts.
• Scaling-up operations\:
o Provide a conflict lens on analytical and normative products, and key programme related processes (e.g. project cycle, procurement, monitoring and evaluation);
o Integrate key findings from context analyses and “Programme Clinics” into concept notes and/or fully fledged project proposal(s) and ensure conflict-sensitivity is adequately reflected;
o Support monitoring and documentation of country-level conflict-sensitive, HDP and peace-contributing promising practices.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Experience in humanitarian and/or resilience programming in insecure contexts with specific experience in stakeholder engagement, access negotiations, context/conflict analysis and/or conflict-sensitive programming as well as experience in designing and delivering related capacity building programmes and activities.

• Work experience in more than one location or area of work, particularly in field positions is desirable.
