UNDP has been supporting the development efforts of Kazakhstan since independence, with major focus on all pillars of sustainable development: social, economic and environmental. Its work is aimed at strengthening human development for all so that no one is left behind.
The UNDP CO jointly with the Government institutions and other stakeholders implements several strategic initiatives in various sectors ranging from public administration issues to building social cohesion and supporting resilience measures. Governance area is an integral part of the UNDP CO programme, which primarily focuses on building effective, efficient, transparent, and accountable institutions, free of corruption.
Governance programme consists of several strategic initiatives that support Kazakhstan modernization efforts with focus on priority reform areas stretching from Civil Service Reform and Rule of Law to Prevention of Violent Extremism and addressing the needs of most vulnerable groups of population. The Governance programme activities are implemented by the Governance Unit and its projects in close partnership and collaboration with the Government of Kazakhstan on national and subnational levels, expert community, academia, and civil society organizations.
The Governance Unit partners with multiple stakeholders to realize UNDP mission, including the Administration of the President, Prime-Minister’s Office, Parliament, line ministries and local government authorities. Increased attention is devoted to partnerships with civil society organizations, private sector and international donor organizations to strengthen the efforts at sectoral level.
Position Purpose
The Programme Analyst will contribute to the overall direction of the portfolio, provide policy advice, support programme development, be responsible for programme quality assurance and oversight, and develop partnerships in the area of responsibility. A particular focus of the Programme Analyst will be development and management of interventions in the areas of Civil Service and Public Administration Reform, Local Governance and Economic Development, Rule of Law and Justice Sector Reform, Trade, Citizen Participation and Inclusive Development as well as addressing the needs of the most vulnerable population groups.
The Programme Analyst is expected to contribute to enhanced coherence within the existing UNDP programme in the view of the development context and challenges in Kazakhstan, proactively identify opportunities for acceleration within the existing UNDP programme by recognizing patterns/similarities and identifying capabilities, resources, relationships that can be leveraged across the portfolio and define new areas and/or opportunities where the UNDP Kazakhstan can expand its current programming.
The role of this position includes, but is not limited to, substantive policy advice to inform strategic direction, effective portfolio management and oversight over the development projects implementation, building and maintaining a diverse partnership base, and knowledge sharing across portfolios to foster innovative and integrated sustainable development solutions.
The Programme Analyst reports to the Programme Specialist, Head of the Governance unit and works in close collaboration with project staff, programme and operations team in the CO, other UN agencies, UNDP HQ and Istanbul Regional Hub, technical advisor and experts, donors and civil society to successfully implement the UNDP programme in Governance, Inclusive Growth and Peace-building fields.
Contribution to policy advice and implementation of the programme strategies the extended Governance thematic area
- Thorough analysis of the political, social and economic situation in the country and support the collaborative preparation/revision of CCA, UNSDCF, CPD and other corporate planning instruments. Support the management in the operationalization of UNSDCF and CPD through portfolios, projects and initiatives, including with funding from the national government;
- Identification of strategic and innovative programme areas of cooperation and contributing to their translation into action.
- Documenting good practices, covering concepts, strategies and implementation approaches and supporting the management in programmatic responses and policy actions.
- Preparing concept notes, project proposals and project documents to effect the implementation of the CPD.
- Contributing substantive support to the leadership in the subject area through identification of key policy issues and formulation of policy options for UNDP both at national and sub-national areas; building and maintaining networks and alliances aimed at supporting national and subnational policy work.
Programme Quality Assurance and Oversight in the Governance area and supervision of the team as delegated by the CO Senior Management

Support the management in the operationalization of UNSDCF and CPD through portfolios, projects and initiatives, including with funding from the national government;
- Identification of strategic and innovative programme areas of cooperation and contributing to their translation into action.
- Documenting good practices, covering concepts, strategies and implementation approaches and supporting the management in programmatic responses and policy actions.
- Preparing concept notes, project proposals and project documents to effect the implementation of the CPD.
- Contributing substantive support to the leadership in the subject area through identification of key policy issues and formulation of policy options for UNDP both at national and sub-national areas; building and maintaining networks and alliances aimed at supporting national and subnational policy work.
- Organization of cost-recovery system for the services provided by the CO to projects in close collaboration with Operations Manager.
- Acting as manager level 1 approver in the ERP system.
Strategic Partnerships and Resource Mobilization
- Analysis and research of information on partners including donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing;
- Mobilize and network with the experts of international development community, government partners, UN Agencies and prominent think-tanks. Build and maintain regular and substantive relations with partners;
- Prepare proposals for mobilization of human, technical or financial resources from international development organizations, non-government organizations and the private sector;
- Mobilize resources to support the achievement of programme outcomes;
Knowledge Management
- Contributing to the process of capturing good practices and lessons learned in the area of responsibility in the form of written papers and delivery of presentations as a resource person in knowledge management actions.
- Analyzing evaluations and studies and make proposals of lessons learned to be integrated into broader knowledge management processes.
- Contributing to the process of codifying knowledge in the area of responsibility for the purpose developing specific products to be used by the organization in the process of policy advice and programme delivery.
- Contributing to the national, regional and global networks of practitioners and experts including UNDP networks such as Global Policy Network (GPN) and others.
- Supporting the other units in the organization in preparing communication products about UNDP assistance and experience targeting the UN system, national government, local authorities, private sector, non- government and international development organizations.
- Any other related responsibilities as requested by the Management.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of
the Office and the Organization.
Supervisory/Managerial Responsibilities: The Programme Analyst supervises and leads programme support personnel, coordinates activities of the projects’ personnel.

- Project Quality Assurance
- Advanced University degree (Master’s Degree or equivalent) in Social Sciences, International relations, Development Studies, Economics, Public Administration or related field is required.
- Minimum 2 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, management, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments.
- Additional years of work experience as a manager/coordinator in programme/project implementation and the ability to manage conflicting priorities and tight timelines is desired.
- Working experience within the UN system in implementing development projects would be an asset.
Language
- Proficiency in English, Russian and/or Kazakh.
