UNV’s Management Services hold the responsibility for the strategic planning, managerial leadership, oversight and quality control of an integrated platform of operational services ensuring timely, effective and efficient delivery according to corporate performance standards and in compliance with the UN Regulations and Rules and UNDP´s accountability framework.

The Human Resources Section (HRS) provides a full range of HR services to the organization and its workforce. As part of the Human Resources Section, the Capacity Development Team (CDT) designs capacity development and learning programmes for UN Volunteers. The team supports the implementation of the UNV Learning Portfolio which consists of five comprehensive learning experiences: 1. onboarding 2. skills surge 3. empowerment for change 4. connect and learn 5. career craft.

Under the supervision of the Team Leader, Capacity Development and Learning, the Capacity Development Associate coordinates and implements the delivery of capacity development projects, services and learning solutions for UN Volunteers globally.  She/he works in close collaboration with staff members and managers across UNV as well as with UNDP/OHR in planning and delivering complex capacity development programmes and learning solutions. She/he also collaborates closely with UN agencies hosting UN Volunteers, external vendors and consultants. She/he implements training for UN Volunteers globally and promotes a client-oriented service environment as well as innovative approaches to achieving results.

Duties and Responsibilities

1. Volunteer capacity development and learning 

  • Prepare and deliver capacity development programmes and learning activities for UN Volunteers; 
  • Develop Standard Operating Procedures (SOPs) for efficient logistical and administrative arrangements for capacity development activities taking place onsite and online, such as events, workshops, trainings, webinars and online communities;  
  • Ensure that support is provided through her/his team to participants, trainers and consultants to facilitate their involvement before, during and after onsite and online learning events; 
  • Coordinate communications with external consultants and service providers to plan and support the delivery of training activities, advisory services and other capacity development projects; 
  • Independently research, compile and assess information, trends and materials for the implementation of new and innovative learning technologies, special training needs, and enhancement of existing processes; 
  • Guide UN Volunteers on the capacity development programmes of UNV. 

2. Coordinate the delivery of youth workshops

  • Support the preparation of annual needs assessments and compile global youth workshops calendar; 
  • Coordinate with UNV Regional Offices and Field Units to identify priority countries for youth workshops. 
  • Coordinate, through her/his team, the support to participants, trainers and consultants to facilitate their involvement before, during and after onsite and online learning events; 
  • Communicate with external consultants and service providers to plan and support the delivery of training activities, advisory services and other capacity development projects; 
  • Coordinate the preparation of briefing materials for participants and trainers; 
  • Coordinate the recruitment of external trainers and facilitators from a pre-approved pool of facilitators.

3. Management and administration 

  • Prepare terms of reference, scope of work and business requirements documents for the team’s procurement activities; 
  • Prepare, carry out and compile evaluations of capacity development activities to produce statistics and reports; 
  • Forecast, monitor, and produce reports on the UNV’s learning and capacity development budgets and expenditures, process payments and invoices, and perform the corresponding functions in the ERP system;
  • Advise the Chief of HRS on budgetary-related issues;  
  • Coordinate the team’s day-to-day operations, administration, communication and client service. 
4. Knowledge sharing 
  • Share innovative practices and knowledge in capacity development and learning within HRS and across UNV; 
  • Contribute to UNDP knowledge networks and communities of practice; 
  • Participate in UN-wide learning and capacity development networks, and exchange and share information with the learning and development teams in UN agencies and other relevant organizations.

Required Skills and Experience
 
Education:
  • Secondary education, with specialized certification in a field related to administration, learning, capacity development or human resources, or another relevant field; 
  • University degree (Bachelor’s degree) will be given due consideration, but it is not a requirement. 
Experience:
  • A minimum of 7 years (with secondary education) or 4 years (with bachelor’s degree) of work experience in learning, capacity development, talent management or human resources, of which at least two years should be in the area of administrative experience. 
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.); 
  • Experience in working with web based HR or talent management systems is highly desirable; 
  • Experience in working with online or cloud-based learning solutions or collaboration tools is an asset. 
  • Fluency in English; 
  • Working knowledge of another official UN language is an asset.
