Organizational Setting

FAO Country Offices, working under overall corporate guidance and in line with the Strategic Framework, offer policy advice and support to countries in the mandated areas of FAO, facilitated through partnerships, resources and an active country programme to provide technical assistance, develop capacities and deliver core services while fully observing international standards of accountability to establish leadership and strengthen impact at the country level.
The offices deliver on the programmatic priorities of each country as agreed in their respective Country Programming Frameworks (CPFs) aligned to the UN Sustainable Development Cooperation Framework (UNSDCF) and ensure effective and efficient operations with adequate human and financial resources.
Specifically, FAO Country Offices\:
• advocate, inform and support policies and investments in the areas of FAO’s mandate;
• provide technical assistance and deliver core services;
• assist and catalyse partnership and resource mobilization activities to support agrifood systems transformation;
• position FAO as the specialized/authoritative technical agency in food and agriculture and agrifood systems transformation; and
• ensure risk-smart and accountable operations and management.
These positions are based in FAO Pakistan (Multan, Tandojam, Quetta).
This position is SB4-SC8 level.
Reporting Lines
Under the overall supervision of the FAO Representative, in collaboration with the Deputy FAOR, the Provincial Coordinator, and under the direct supervision of the International Monitoring & Evaluation Officer/head of Knowledge Management and in close coordination with concerned FAO colleagues, the Monitoring and Evaluation Specialist will perform the following tasks\:
Technical Focus
Ensure timely delivery of all activities related to project monitoring, evaluation, accountability and learning.
Tasks and responsibilities
• Undertake all M&E activities for FAO projects in Provinces and other projects as needed.
• Develop/update monitoring and evaluation plans and ensure application of both FAO and GCF result based management (RBM) approach.
• Design and lead baseline surveys and end-line surveys, as required to assist project team in setting benchmark values for logical framework indicators and developing project work plan.
• Develop M&E tools for data collection and analysis.
• Develop and adopt modernized M&E tools to monitor project progress vs implementation plans and carry out internal assessments.
• Perform and train M&E associates/enumerators/project staff in data collection, validation, processing, analysis, interpretation and presentation/dissemination.
• Development of technical criteria for hiring of individual consultants or firms to carry out any assessment studies and development of TORs for the study/assessment.
• Play lead role in data verification, data quality assessment/check, analysis and management alongside uploading to data to any web-based data bases.
• Prepare quarterly/six monthly/annual monitoring reports highlighting the progress achieved, deviations tackled and responded or pending remedial actions, supported by field monitoring visits as necessary.
• Ensure an update-to-date beneficiary database, conduct periodic field visits/spot checks to obtain beneficiary feedback for incorporation into periodic monitoring reports to ensure timely, equitable and transparent delivery of assistance to beneficiaries and the documentation of changes in their climate resilience.
• Update FAO Field Programme Management and Information System (FPMIS) on regular basis.
• Conduct periodic monitoring mission to obtain beneficiary feedback and prepare monitoring reports to ensure timely, equitable and transparent delivery of assistance to beneficiaries
• Undertake a lead role in project evaluations.
• Any other related duties assigned by the supervisor.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced University degree in Monitoring and Evaluation, Project Management, Public Administration, Development Studies or Agriculture Economics
• Minimum 8 years of relevant experience in designing, implementing and monitoring and evaluation of rural/agriculture/natural resources management capacity development programs/projects
• Working knowledge (level C) of English and Urdu

• Knowledge of modern M&E tools and data/information management systems
• Good knowledge of communication and documentation standards
