Organizational Setting

The project objective is to contribute to the national processes of strengthening family farmers in Brazil for poverty reduction and rural revitalization. The outcome is to implement differentiated policies and programs that improve the capacities of the national government, local and family farmers in areas such as ATER (rural extension and technical advisory services), Credit Programs, land access and governance, access to markets and the strengthening of cooperativism.
Reporting Lines
The incumbent reports to the Assistant Representative in FAO Brazil – Programme.
Technical Focus
To carry out analyses and evaluations of the instrument and procedures for the preparation and processing of Guidelines for Technical Assistance and Rural Extension services, and also of the actions for the evaluation of result indicators for the execution of the TARE Programs, providing subsidies to the Ministry of Agrarian Development and Family Agriculture for the implementation of standardized models of Guidelines and Operational Plan of the Programs, as well as the systematization of new methodologies for analyzing the expected results and impacts of Ater actions on the Programs.
Tasks and Responsibilities
• Carry out analyses of the Ater Action Guidelines documents prepared in the years 2023 and 2024;
• Perform analyses of the flow of preparation and processing of the Guidelines between the MDA and Anater;
• Attend events and technical meetings with public and private entities and companies of Ater on the scope of the result indicators provided for in the execution of Ater contracts and IEPs;
• Perform analysis of the procedures carried out Dater/SAF-MDA for the analysis of the expected results and impacts of the Ater actions on the Programs;
• Be present in technical meetings with Dater/SAF-MDA, MDA Secretariats and units, other Ministries and partner Institutions on actions for the preparation of Ater demands and Guidelines, as well as procedures for evaluating the result indicators and impact of Ater actions;
• Perform analysis and evaluation of the procedures used by the MDA to define the demands and prioritize Ater services;
• Present proposals for a standardized model of Guidelines to be used by the agencies and institutions that require Ater;
• Present proposals for a standardized model of the Operational Plan to be used for each new Program that present Ater demands;
• Attend technical meetings with the Federal Superintendencies of Agrarian Development in the states on the topics of the consultancy;
• Present proposals for new methodologies for analyzing the expected results and impact of Ater actions on the Programs;
• Provide technical support in discussions with Anater about the Guidelines documents received, the processing flow of these documents and the monitoring and inspection actions of the result indicators;
• Provide technical support for the actions developed on the subject of consulting with the agencies involved;
• Attend meetings, workshops and seminars held by the Ministry of Agrarian Development and Family Agriculture and partner entities on the theme of Ater, Family Farming, Rural Development Programs and Public Policies, instruments and tools for monitoring and evaluation of Ater services and management of public policies for rural development.

Minimum Requirements
• University degree in Human Sciences Agrarian or Human Sciences, according to the CAPES/CNPq table of areas of knowledge.
• Minimum experience of 08 (eight) years in projects and/or programs and/or public policies aimed at Family Farming. Desirable experience with Technical Assistance and Rural Extension - Ater.
• Working knowledge (level C) of English or Spanish and Portuguese;
• National of Brazil or resident of the country with valid work permit
