Uganda has through its Vision 2040 set out an agenda of transforming the country from a largely peasant to a modern and prosperous economy and to achieve upper middle-income status by 2040 by building a people centred, independent, integrated, resilient, and self-sustaining economy. The Vision is to be achieved through six successive five-year national development plans.  The overall goal of the current and third five-year development plan (NDP III) is to increase average household incomes and improve the quality of life of Ugandans.


Duties and Responsibilities  
 

1.Participates and provides support to the implementation of strategies related to Resource Mobilization and Partnerships building focusing on achievement of the following results:

  • Assessment of CO opportunities for resource mobilization and identification and mapping of current and potential donors;
  • Analysis of key development and sectoral policies currently being discussed and implemented in the country and key donors willing to support these policies;
  • Drafting and revision of agreements with donors;
  • Identification of emerging sources of funding; assessment of their current usage and potential for the future;
  • Synthesis of proposals and inputs to the development and implementation of a donor intelligence strategy, RM strategy, Client Relationship Management strategy under the supervision of direct supervisor;
  • Inputs to and update of outreach/publicity material geared towards partners and donors;
  • Support compliance with partner requirements, including monitoring of partnership activities, systematized CO reporting to donors and preparation of donor reports;
  • Support to the alignment and compliance of UNDP resource mobilization activities with UN joint resource mobilization policy;
  • Support the development of and execute strategies to mobilize resources effectively, including identifying funding opportunities, cultivating donor relationships, and securing financial support from both traditional donors and private sector entities;
  • Analyze funding trends and private sector priorities to tailor resource mobilization efforts accordingly;
  • Track and evaluate resource mobilization activities to ensure alignment with organizational goals and objectives.

2. Strongly positions UNDP in the UN family focusing on achievement of the following results:

  • Identification of opportunities for UNDP in its relationship with other UN Agencies;
  • Analysis of requirements and synthesis of proposals for development and implementation of CO strategy for partnering with UN Agencies around UNSDCF, SDGs and other joint programming for implementation of UN Reform;
  • Support to the organization of external events to raise the profile of UNDP vis-à-vis its partners;
  • Monitor and reassess risks regularly to proactively manage potential challenges and maintain the integrity of donor relationships and private sector engagements;
  • Collaborate with internal stakeholders to ensure consistent and cohesive messaging in donor communications and private sector engagements, reflecting organizational values and priorities;
  • Maintain effective communication channels with both traditional donors and private sector partners to provide regular updates on organizational activities, impact, and financial stewardship.

3. Facilitate knowledge building and knowledge sharing as required by the organization, focusing on the following results:

  • Identification and synthesis of best practices and lessons learned directly linked to resource mobilization and partnership-building activities;
  • Active internal dissemination of donor intelligence information;
  • Contributions to knowledge networks and communities of practice;
  • Organization of training/briefing for the CO staff on resource mobilization issues;
  • Professional growth through active learning.

 

Impact of Results:

The position supports implementation of Resource Mobilization and partnerships development strategy and ensures sustainable funding base for the programme. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.


 Institutional Arrangement

The Partnership and Resource Mobilization Associate will report to the Team Leader IGI and work closely with the Team Leaders in the Uganda Country Office.

Required Skills and Experience 
 
Education:
  • Secondary education is required.
  • University degree in Development Studies, Social Sciences, Business Administration or relevant related fields will be given due consideration but is not a requirement.
Experience:
  • Minimum of 7 years (with Secondary Education) or 4 years (with Bachelor’s degree) of progressively responsible business development experience is required, with knowledge of marketing/communication;
  • Experience in the usage of computers and office software packages, experience in handling of web-based management systems and advanced programmes for data analysis;
  • Experience in partnerships; 
  • Relevant experience in resources mobilization;
  • Proven knowledge of project management processes; 
  • Experience of the United Nations or national / international organizations 
Language Requirement:
  • Fluency in written and spoken English. 
  • Knowledge of other UN official language(s) an advantage.
