The scope of this Call for Expressions of Interest is to find qualified affiliate workforce to support L2/L3 countries in the above functional area.

Qualified affiliate workforce will be placed on an Internal Surge Team (IST). IST will enable the deployment of essential personnel to lead and support country-based emergency response on a short-term basis. These surge roles are designed to provide a punctual, time-bound support to country response and help establish longer-term mechanisms and processes.

o Support deployments are considered for affiliate workforce already in service of the Organization, including those on contract break with a new assignment planning to start over in the short term.

o Interested employees will be required to discuss upfront with their managers, who are encouraged to release employees to support.
o Selected candidates will receive a notification of their inclusion in the IST and will be requested to provide a pre-release agreement signed by the direct supervisor. From that moment they might be called for a surge support at any time, and in line with the duration of their contract.
o Selected candidates will be released of their function for a period which may vary according to country offices needs not exceeding three months, after which they return to their normal functions.
o Surge support must be provided in person, candidates in the IST will be required to have the following documentation ready in case of upcoming mission (Valid passport, Laissez-passer, SSAFE training).
o Affiliate workforce deployed will be reporting to the assigned supervisor for the duration of surge and the change in reporting lines will be reflected in GRMS.
o Applications received after the closing date will not be accepted.


Organizational Setting

FAO country offices, headed by an FAO Representative, are assisting governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition.

Reporting Lines

The Humanitarian Cash and Voucher Assistance Specialist deployed for surge support will report to the Emergency Coordinator, under the technical oversight of the FAO Representative in the country of assignment.

Technical Focus

Support to implementation of FAO’s resilience agenda at global, regional, subregional and/or country level, with a focus on technical and operational support, clearances and backstopping to projects and programmes using Cash and Voucher Assistance modalities.

Tasks and responsibilities

• Provide strategic, programming, technical and operational leadership to the development, timely implementation and monitoring-evaluation of FAO Country projects and programmes involving the use of Cash and Voucher Assistance (CVA), ensuring high operational standards and compliance with FAO rules and regulations;
• Provide technical and operational guidance on CVA at all steps of the project cycle;
• Provide timely leadership and support to the various processes required for the implementation of CVA modalities, including, but not limited to\: market assessments, feasibility analysis, partnerships, capacity development and training, beneficiary selection and registration, identification and deployment of Management Information System (MIS) solutions, development of Standard Operating Procedures (SOPs), identification, procurement and contracting of financial services, monitoring, impact evaluation, complaints and feedback mechanisms, etc., including by regularly liaising with relevant HQ divisions, teams and units;
• Ensure the CVA portfolio is formulated and delivered in full compliance with the relevant FAO Manual Sections;
• Contribute to capacity development and training on CVA and delivering face-to-face and virtual training to FAO staff and partners;
• Provide technical support and advice to social protection expert to further explore the link between the humanitarian/resilience the CVA with the national social protection system/initiatives and support of building shock-responsive social protection system approaches in the countries under the sub-regional office;
• Liaise with anticipatory action experts to explore the use of CVA as one of the anticipatory action approaches in the country;
• Identify and document CVA-related good practices which have a potential to enhance the quality of FAO’s interventions and support their dissemination and potential adoption, replication and standardization by other Decentralized Offices;
• Represent FAO in relevant CVA-related coordination forum and meetings (e.g. Cash Working Group);
• Perform other relevant duties as required

Minimum Requirements

• Experience in different dimensions of humanitarian and development assistance relevant to Cash and Voucher Assistance and/or social protection, specifically on cash and voucher assistance preferably for food security and agriculture purposes;
