THIS VACANCY IS OPEN TO FAO PERSONNEL ONLY

The scope of this Call for Expressions of Interest is to find qualified FAO staff members to support L2/L3 countries in the above functional area.

Qualified staff will be placed on an Internal Surge Team (IST). IST will enable the deployment of essential personnel to lead and support country-based emergency response on a short-term basis. These surge roles are designed to provide a punctual, time-bound support to country response and help establish longer-term mechanisms and processes.

• Support deployments are considered for staff members already in service of the Organization.
• Applications will be screened based on the information provided in your online profile (see “How to Apply”). We strongly recommend that you ensure that the information is accurate and complete including employment record, academic qualifications and language skills.
• Interested employees will be required to discuss upfront with their managers, who are encouraged to release employees to support, and to upload the signed pre-release agreement form at the time of the application.
• Selected candidates will receive a notification of their inclusion in the IST and from that moment they might be called for a surge support at any time, and in line with the duration of their contract.
• Selected candidates will be released of their function for a period which may vary according to country offices needs not exceeding three months, after which they return to their normal functions.
• Surge support must be provided in person, candidates in the IST will be required to have the following documentation ready in case of upcoming mission (Valid passport, Laissez-passer, SSAFE training).
• Staff members deployed will add the surge support as a separate objective in PEMS, and the supervisor of the surge assignment will be added as an ‘Additional Supervisor’ in the PEMS Year-Mid/End Appraisal phase. As such, this valuable experience will be documented in the performance evaluation of staff members.

Organizational Setting

FAO country offices, headed by an FAO Representative, are assisting governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition.

Reporting Lines

Staff members deployed for surge support report to the FAO Representative.

Technical Focus

Support to implementation of FAO's resilience agenda at global, regional, subregional and/or country level.

Key Results

Research, technical analysis, and office management related services to support the delivery of programmes, products, and services.

Key Functions

• Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation;
• Reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions;
• Assists in policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies, etc.;
• Prepares various written outputs, e.g. drafts background papers, analysis, sections of reports and studies, inputs to publications, etc.;
• Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities;
• Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).

Specific Functions

• Leads initiatives to support Country Offices in systematizing the use of contextual analysis for the development of programmes across the humanitarian-development-peace (HDP) nexus;
• Coordinates support to Country Offices for the formulation of at scale, high quality, needs and risk-informed programmes and strategies;
• Implements and strengthens a programming support model ensuring complementary roles with regional and subregional emergency and resilience teams, in close partnership with the relevant technical streams;
• Coordinates actions to support strengthening of Country Offices capacities to link analysis, programming and MEAL in an interactive way and to develop tools and approaches to demonstrate emergency and resilience programmes measurable impacts;
• Develops and promotes joint OER-technical streams signature products, on a number of key thematic priorities;
• Promotes collaborative work to intensify joint programmes informed and enhanced by coordinated analysis, with Rome-based Agencies and other UN agencies and partners, through the Global Network Against Food Crises;
• Oversees emergency and resilience programme knowledge management and related capacity development activities, ensuring the development of related materials, online tools and information kits;
• Develops and promotes policy advice and guidance promoting evidence-based programming across the humanitarian, development and peace nexus, closely working with partners and other UN agencies;
• Provides strategic guidance on the investment in employee growth, ensuring diversity, gender balance and engagement of youth.

REMUNERATION

Employees will maintain the contractual status, benefits and medical plans by which they are covered when performing their normal functions for the time of the deployment.
