Organizational Setting

The Digital FAO and Agro-Informatics Division (CSI) is responsible for all Information Technology (IT) activities within the Organization.
CSI defines FAO Information Technology (IT) policies, strategy, IT architecture and standards and is responsible for the provision of digital products and services utilized to deliver the mandate of the Organization and support its operations worldwide.
CSI manages and supports a set of corporate digital products and services which collectively comprise the FAO Digital Workplace utilized by personnel across the Organization worldwide to access and utilize Organizational digital resources and data in order to perform their work regardless of location or time zone in a secure manner.
The post of Information Technology Office (Cloud Infrastructure) is located in CSI at FAO headquarters in Rome, Italy.

Reporting Lines

The Information Technology Officer (Cloud Infrastructure) reports to the Information Technology Officer (Hybrid Infrastructure Operations) and works under the overall guidance of the Senior Information Technology (Global Infrastructure) in CSI.

Technical Focus

The Information Technology Officer (Cloud Infrastructure) will support operations of the FAO cloud-based infrastructure ensuring reliable and secure access to digital solutions and data. He/she will be responsible for ensuring the utility and warranty of the FAO environment consisting of disparate technologies, including but not limited to\:
• AWS, MS Azure and Google Cloud IaaS platforms
• Multi-cloud connectivity and integration
• Database Management (IASS and PaaS)
• M365 (Entra ID, SPO, email)

In addition, the successful candidate will provide input on the utilization of the various cloud services to ensure adequate cost-effective use, capacity and capabilities. He/she will contribute to the integration of the cloud services to various FAO setups (Hybrid Infrastructure Management Center and Service Management tools).

Key Results

Perform activities related to the design, development, implementation, deployment, quality assurance, documentation and operation of information and communication technology (ICT) products, technology, systems and/or applications.

Key Functions

• Performs one or more activities relating to the ICT product, technology, system or application life cycle\: (a) business needs; (b) requirements definition; (c) ICT solution options; (d) IT solution design; (e) implementation and testing; (f) deployment; (g) documentation; (h) support and maintenance, according with CSI's policy, standards and procedures.
• Identifies, assesses and manages ICT operational risks proposing mitigation activities and submitting ICT risk information.
• Participates in the definition of the overall programme of work, ensuring its consistency with the overall strategic vision and enterprise architecture.
• Contributes to service improvement programmes and initiatives to ensure that the Division is well placed to challenge existing business needs and contributes to introduce change to create improvement opportunities.
• Monitors, audits and reports on service performance to identify and address areas of risk; ensures compliance with agreed service-level expectations; contributes to periodic reviews and updates of the strategic vision to ensure it is relevant and up-to-date.
• Liaises with relevant CSI teams that provide input to the programme of work to ensure that the programme is in line with overall CSI direction and processes.
• Produces status reports and author documentation and prepares presentations for management.
• Supports and contributes to initiatives under the Organization's work on the Corporate Environmental Responsibility Strategy, to reduce emissions, increase efficiency and integrate sustainability into the Organization's daily operations.


Specific Functions

• Oversees operational aspects related to the FAO cloud infrastructure.
• Follows guidance provided by the Information Security Officer and is responsible for implementation of proposed security enhancement measures and best practices.
• Contributes to continuous improvement of the Hybrid Infrastructure Management Center to monitor entire FAO architecture.
• Monitors, communicates and, together with service owners, resolves potential infrastructure capacity issues.
• Analyses and forecasts cloud capacity and capabilities, constantly and takes proactive measures to address potential issues.
• Monitors and analyses cloud-related costs and suggests ways to optimize related expenditures.
• Cooperates with application and networking teams to facilitate co-existence of legacy systems and services delivered through modern technology.
• Performs other duties as required

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in computer science, information technology, information systems, software engineering, electric or electronic engineering, mathematics, statistics or a related field.
• Five years of relevant experience in launching and managing IaaS and PaaS cloud-based services.
• Working knowledge (full proficiency - level C) of English and intermediate knowledge (intermediate proficiency - level B) of another official FAO language (French, Spanish, Russian, Arabic or Chinese).

Technical/Functional Skills

• Work experience in more than one location or area of work, particularly in field positions.
• Professional level certificates in MS Azure, AWS or GCP related to the roles of cloud architect, cloud developer or cloud administrator.
• Extent and relevance of experience of managing IaaS cloud services provided by AWS, MS Azure and GCP.
• Extent and relevance of experience of managing virtualization projects using VMWare with focus on cloud migration.
• Proven track record of creating low level design for cloud IAAS and PAAS solutions.
• Extent and relevance of experience of designing and deploying infrastructure services, especially utilizing infrastructure-as -code approach.
• Extent and relevance of experience in Microsoft M365 services delivery and support.
• Extent and relevance of experience in implementing and supporting of Microsoft based authentication, device management and security features.
