Organizational Setting

The Resource Mobilization Division (PSR) leads and coordinates the mobilization of voluntary contributions in support of the Organization’s strategic priorities. The Resource Mobilization Division (PSR) leads and coordinates the mobilization of approximately USD 2 billion per year in voluntary contributions from a variety of resource partners including traditional and emerging donors, international organizations, development banks, vertical funds, foundations and the private sector in support of FAO's strategic priorities. To achieve this, PSR manages the Organization's close and constant relationship with its resource partners, develops and disseminates qualitative and quantitative donor analytics, conducts extensive capacity development on resource mobilization (RM) for FAO field and headquarters staff. PSR is also the Business Process Owner (BPO) for the negotiation of all FAO funding agreements for voluntary contributions, in line with the fiduciary standards of the Organization, acting as coordinator for various funding liaison units throughout the Organization and facilitator of all required clearances with FAO Legal, Finance, Procurement and Audit functions. In leading FAO’s engagement with Resource Partners, PSR develops tools, events and platforms to facilitate that engagement, and coordinates and oversees results reporting to ensure accountability to resource partners.
Within PSR, the consultant works as part of the PSR Reporting Team, which is responsible for project reporting policies and strives to ensure the highest quality of development results, through providing project cycle oversight and support and policy design for operational modalities.to support decentralized offices and technical units on global programme and project reporting for Resource Partners and participating/beneficiary governments, ensuring that reporting is results-based and client-oriented


Reporting Lines

The incumbent reports to the Head of Reporting (PSR).


Technical Focus

Project analysis and technical project reporting.

The incumbent will provide high-level technical support to write, review, revise and translate (where needed) terminal reports for Technical Cooperation Programme and Trust Fund projects in English, French, or Spanish, in collaboration with decentralized offices and technical units.He/She will act as a liaison among various Offices, streams and Divisions within FAO to provide training and guidance on reporting processes and work closely with Decentralized Offices to improve the visibility of FAO and its partners in the field. He/She will be responsible for producing results-based reports based on the analysis of relevant project documents to ensure project terminal reports have proper content, language and consistency ensuring compliance with corporate policies, donor agreements and international reporting standards before their official submission to high-level government officials and Resource Partners.


Tasks and responsibilities

More specifically, the specialist may be asked to perform any of the following tasks and responsibilities\:

• Provide technical support in applying, interpreting and ensuring compliance with FAO’s corporate policy and procedures for project Terminal Reporting, the Organization’s Managing for Results Strategy (including the designation of resources, strategic programmatic planning and measurement of outcomes, outputs and development impacts), donor funding agreements, FAO’s Accountability and Quality Assurance Framework, International Public Sector Accounting Standards (IPSAS) and UN system-wide principles for reporting on results.
• Conduct research, interpret and analyze information, integrate evidence collected by project teams and identify gaps to ensure that relevant information and Common Country Programming Principles (e.g. sustainability, risk management, lessons learned) are accurately reflected, documented and reported on, in accordance with FAO standards and policies and in compliance with donor and host country agreements.
• Assist in the identification of recommendations, drawing analytical conclusions and proposing the structure of findings in coordination with decentralized offices, technical units and other counterparts.
• Prepare accurate, concise and well-researched project highlight sheets to enhance the visibility and dissemination of results, data and information about project-level activities of FAO and its partners.
• Support unit knowledge management, records of all correspondence, relevant databases and other project reporting-related information.
• Identify gaps and develop and deliver training materials on reporting and perform on-the-job reporting capacity building, as required.
• Contribute to the development of strategies and review and update reporting manuals and guidelines.
• Provide support, guidance and training to junior project analyst and reporting specialists in English, French and/or Spanish and review terminal reports and communication products produced by them to ensure content, accuracy and consistency in their approach, structure and format.
• As required, provide logistical support to project operations, tracking the progress of projects in problematic conditions on the FPSN list, coordinate with field offices on matters pertaining to terminal reports and provide support on budgetary matters related to reporting costs.
• Participate in regular reporting and planning processes and relevant meetings.
• Undertake short missions, as required.
• Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

• University degree in Business Administration and Management, Communications, Natural/Political/Social Science, International Relations or Development, or any other field related to the work of the Organization.
• At least 2 years for Category C, 5 years for Category B and 10 years for Category A of relevant experience in international development, project/programme planning, monitoring and implementation, or any other field related to the work of the Organization.
• Working knowledge of English, French or Spanish.

Technical/Functional Skills

• Prior experience in writing and evaluating technical project reports and documentation in English, French, and/or Spanish, particularly within the United Nations or other multilateral agencies, is desirable.
• Demonstrated experience in project formulation, implementation and evaluation with a strong understanding of results-based management, theory of change and logical framework matrices would be an asset.
• Experience working in more than one location or area of work, especially with field experience, is desirable.
• Strong knowledge of sustainable development, as well as global environmental and agricultural issues.
• Proven ability to work and communicate effectively in multicultural teams, fostering positive working relationships and contributing to team success.


Selection Criteria

• Limited knowledge of one of the other two or Arabic, Chinese, Russian is an asset.
• Advanced writing competence in a second language, particularly French and/or Spanish is an advantage.
• Understanding of the work of the United Nations (UN) and development and humanitarian interventions.
• Knowledge of FAO and professional experience in other UN or international development/humanitarian agencies, more than one location or area of work and field experience.
• Excellent skills in writing, an eye for detail, critical thinking, high standards of excellence, personal organization, prioritization and time management skills, flexibility and the ability to deliver on agreed deadlines required.
• Experience in UN project reporting and monitoring is considered a strong asset.
