The Climate, Environment and Resilience Portfolio projects have a common overarching goal to support greenhouse gas emissions mitigation. 

Using an integrated suite of de-risking interventions, the Project seeks to systematically de-carbonize the existing building stock in Armenia to reduce greenhouse gas (GHG) emissions while achieving sustainable development benefits. 

“De-risking and Scaling-up Investment in Energy Efficient Building Retrofits” (UNDP-GCF/00101711) UNDP-GCF Project, addressing both public and residential buildings, focuses on creating a favorable market environment and a scalable business model for investment in energy efficiency retrofits by addressing market barriers. These barriers to energy efficient building renovation are addressed through a combination of policy and financial de-risking instruments and targeted financial incentives to key market players.

To address each specific risk area, the Project is structured under four components: (i) building sector monitoring, reporting and verification (MRV) and knowledge management, (ii) policy de-risking, (iii) financial de-risking, and (iv) financial incentives. By systematically targeting barriers, the Project will significantly reduce the investment risk profile of energy efficiency building retrofits to encourage private sector investment and thereby scale-up investment in energy efficiency building retrofits in Armenia.
 

Duties and Responsibilities

The incumbent will perform the following tasks working in close consultations with Project team: 

  • Prepare the necessary document(s) for cooperation with the Ministry of Finance of RA (MoF) ensuring implementation of the project retrofit co-financing; 
  • Assist in drafting respective clause(s) and an Annex(es) to the Government Decree ensuring implementation of the project’s component;
  • Continuously explore the potential for the EE retrofit of buildings under 2025 Annual Budget (together with potentially eligible rehabilitation/reconstruction projects in 2026 to the extent possible) and estimate the total (and co-financing) cost for eligible projects;
  • Coordinate documentation/information flows between ministries, agencies, MoF and UNDP with respect to:
    • Outline the list of potential eligible projects; 
    • Flagging respective items in the Treasury system; 
    • Design documents available and/or procurement processes initiated/concluded;
    • Documents certifying the completion of eligible reconstruction stages accepted or cleared by UNDP and submission to MoF. 
  • Facilitate/conduct high-level meetings with the MoF top management to advocate and negotiate the EE measures planned under the UNDP-GCF projects;
  • Provide ad hoc assistance to MoF in complying with reporting requirements under the Project;
  • Liaise with partners as necessary with respect to various steps required for the project implementation.

  Institutional Arrangement

Finance Mobilization Analyst will work under the overall guidance and coordination of the CER Portfolio Team Leader and direct supervision of the UNDP-GCF Project International Manager and Project Coordinator.

Required Skills and Experience

Education:
  • Master’s degree (or equivalent) in Finance, Economics, Management, or other relevant field is required, or
  • Bachelor’s degree in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the Master's degree. 
Experience:
  • Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience;
  • Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in financial sector (development of financial/business models) and/or international financial assistance sector in Armenia

Required skills:

  • Excellent analytical and writing skills, track record with producing high quality research/analytical reports and papers; 
  • Strong interpersonal, communication and analytical skills; 
  • Ability to take decisions, establish and maintain effective work relationships with people of different social and cultural backgrounds;
  • Ability to work independently and to participate effectively in a team- based information sharing; 
  • Ability to review, prepare and present technical reports and make oral presentations, both in Armenian and English.

Desired skills:

  • Experience in working and collaborating with government counterparts;
  • Familiarity with state budget programming in Armenia;
  • Experience/Familiarity with gender equality framework and or/gender related other areas; 
  • Working experience with international donor organizations.

Languages:

  • Fluency in English and Armenian is required.
