UNDP Turkmenistan was appointed by the Country Coordinating Mechanism (CCM) as the Principal Recipient (PR) for the Global Fund to fight AIDS, Tuberculosis and Malaria TB grant implementation in 2010. As the PR, UNDP is responsible for management, coordination and implementation of the grant, monitoring and evaluation (M&E), and effective and transparent use of the Global Fund resources. Up to date UNDP has implemented TB grants with total budget more than $37.2 mln. The implementing partners of the grant: Ministry of Health (MoH), Ministry of Interior (MoI), World Health Organization (WHO), National Red Crescent Society (NRCS) and the National TB Programme. For implementation of the grant UNDP has a dedicated team (Grant Implementation Unit, GIU) comprised of programme, finance and procurement functions.

In 2025-2027 Turkmenistan will implement Transitional TB grant aiming at full exit from the Global Fund support by the end of 2027. In the transitional grant UNDP’s role will be to support MoH and NTP with building national policies and capacities for the successful transition to full domestic funding of the TB grant and at the same time to maintain universal access to TB prevention, diagnosis and treatment services of good quality and applying patient-centered interventions during the transition period. 

Besides the Global Fund’s TB grant, UNDP country office implements financing agreements funded by MoH aiming at procurement of quality-assured health products (reagents, commodities, medicines, medical equipment) for the needs of national programmes for infectious diseases control. The projects funded by the Global Fund and by the MoH are thematically combined and contribute to implementation of the plan for sustainability and transition of the National TB Programme to full domestic funding by 2027. The TB Programme Analyst of the Global Fund project will have responsibility for all aspects of the GF grant and the MoH-funded project for infectious diseases. 


 
Duties and Responsibilities
 
  • Contributes to implementation of the TB interventions planned under the Grant to ensure compliance and execution in line with UNDP’s rules, policies and procedures, the Grant Agreement and corporate agreements with the Global Fund:
    • Ensures prioritization of interventions addressing gender- and human rights related barriers to TB services in the national TB response;
    • Supports the implementation and scale-up of innovative/digital tools in TB grant;
    • Contributes to the development and implementation of NTP Sustainability and Transition action plan for 2025-2027;
    • Proactively undertakes regular monitoring of project sites independently as well as jointly with the NTP, LFA and other partners;
    • Provides technical support in the identification of bottlenecks related to the implementation of the Grant, proposes mitigation measures and supports and follows their execution; 
    • Works with the GIU M&E Associate for quality and timely inputs to the Progress Report Update and other donor reports, UNDP corporate reports and tools, including ROAR, social and environmental standards, risk frameworks and others.
  • Supports the Project Manager on programme audits (including Sub-recipients) and investigations under the guidance of the Resident Representative and in coordination with the Regional Bureau, Office of Audit, and Investigations, GF/HIST and ensures timely follow up on management actions related to TB;
  • Maintains effective partnership with Government, CCM, technical partners and UNDP colleagues to exchange technical information and resolve programme/project implementation issues to ensure results are achieved as planned;
  • Leads knowledge generation through identification, documentation and dissemination of achievements, best practices and lessons learned related to TB and directly linked to the Grant; 
  • Contributes to development of communication materials highlighting key program achievements and stories for the UNDP social media and other public media. 

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.


Institutional Arrangement

UNDP Global Fund Project Manager is assigned with the responsibility for the overall guidance and day-to-day coordination the project implementation. TB Project Analyst will work under the supervision of Project Manager and in coordination with Programme team: Lab Specialist, TB Drug management Associate, M&E Associate, Finance Associate, Procurement Associate, Admin&Logistics Assistants and Diver & Customs clerk to fully support the implementation of all project activities

Required Skills and Experience
 
Education:
  • Master’s degree  in Medicine, Public Health, Epidemiology, Social Sciences or related field is required. 
  • Bachelor's degree in the areas mentioned above, in combination with additional 2 years of qualifying experience will be given due consideration in lieu of the master`s degree
Experience:
  • Applicants with a master’s degree in a relevant field of study are not required to have professional work experience;
  • Applicants with a bachelor’s degree are required to have a minimum of two (2) years of relevant professional experience in implementation or management of public health project at the national or international level;
  • Experience of work in TB, HIV, or viral hepatitis projects.

Required Skills:

  • Knowledge of the healthcare system of Turkmenistan;
  • Knowledge of TB control principles and practices;
  • Experience of engaging with the CSO in public health programme is an asset;
  • Experience in using computers and office software packages such as (MS Word, Excel, and PowerPoint) and web-based management systems is essential.

Desired Skills:

  • Knowledge of UN or UNDP’s rules, policies and procedures is an asset; 
  • Knowledge of Global Fund rules, policies, and procedures is an asset. 
 Languages:
  • Fluency in Russian, Turkmen and English is required.
