Organizational Setting

FAO, in cooperation with the Government of Malawi and other relevant partners are incepting the project on Ecosystem-based Adaptation for Resilient Watersheds and Communities in Malawi (EbAM). The project aims at building climate resilience in vulnerable watersheds and communities through increasing climate resilience of watershed ecosystems, stabilizing productivity and farmers’ incomes and enhancing enabling environment. Total cost of the project is estimated at USD 53.2 million, which will be co-financed by the Green Climate Fund (GCF), FAO and the Government of Malawi. The project will be implemented in 11 targeted districts in different regions in Malawi over a period of 6 years. Around 575,000 vulnerable people in rural communities will benefit from project interventions and more than 83,000 heIPOres of land will be restored through application of Ecosystem-based Adaptation approach.


Reporting Lines

The National Procurement and Contracting Specialist (NPCS) will work under the overall supervision of the FAO Representative (FAOR) in Malawi, the direct supervision of the Technical Advisor (TA) of the EbAM project, and the technical guidance of the International Procurement Consultant; and work closely with other members of the EbAM project team, the FAO Country Office and implementing partners.


Technical Focus

The National Procurement and Contracting Specialist will be responsible for Provision of operational services in procurement and contracting processing for goods, services and contracts/agreements for the implementation of the EbAM Project (75%) and the rest of the Country Programming Framework (25%).


Tasks and responsibilities

• Support formulation, updating, implementation and monitoring of periodic procurement plans for the implementation of EbAM project and the Country Programming Framework (CPF).
• Review and comment on the completeness, accuracy and competitive qualities of technical specifications received for procurement processing and propose options for further processing.
• Develop vendor pre-qualifying criteria, identify product sources, draft Requests for Expression of Interest; facilitate solicitation and evaluation of bids/proposals/quotations to assess their competitiveness, quality and conformity with the specified requirements.
• Assume the role of the Secretary to the Local Procurement Committee (LPC) of the Country Office. Support preparation and submission to LPC procurement requests and relevant documents; facilitate organization of LPC meetings; take notes and prepare minutes from LPC meetings.
• Liaise with the Procurement Specialist at FAO Regional Office for Africa (RAF) and the Procurement Service at FAO HQ (CSLP) to process procurements which need be reviewed/cleared/authorized by the Regional and HQ offices.
• Prepare and submit to the Authorized Official the reviewed/cleared contracts/agreements for approval.
• Coordinate with contracted supplier/service provider and the project team on timely and proper delivery of goods and services.
• Provide advice and support to other Procurement Assistants at the FAO Country Office and to clients on FAO procurement procedures, regulations and the use of the GRMS Procurement Module.
• Conduct regular review of data and information in FAO online procurement platform, to ensure their timely update and accuracy.
• Support vendor registration and performance evaluation when required.
• Participate in market survey, supplier research and organization of business seminars and fairs.
• Carry out any other task assigned by the FAOR.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced degree in business management, procurement or any related fields.
• Five years of relevant experience in monitoring, evaluation and spatial analysis.
• Working knowledge (level C) of English and Chichewa.
• Nationality of Malawi.
