Background

In December 1991, the General Assembly adopted Resolution 46/182 designed to strengthen the United Nation's response to both complex emergencies and natural disasters. In addition, it aimed at improving the overall effectiveness of the UN's humanitarian operations in the field.

OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to:

  • Alleviate human suffering in disasters and emergencies.
  • Advocate for the rights of people in need.
  • Promote preparedness and prevention.
  • Facilitate sustainable solutions.

The United Nations (UN) Office for the Coordination of Humanitarian Affairs (OCHA) is the UN Secretariat department responsible for bringing together humanitarian actors to ensure a coherent response to complex emergencies and natural disasters. OCHA also ensures that there is a framework within which each actor can contribute to the overall response effort. 

OCHA Sudan addresses and facilitates issues relating to coordination, communications, and humanitarian financing, and serves the entire humanitarian community. In doing this, OCHA works with the Sudanese Government's Humanitarian Aid Commission (HAC) and other government counterparts. OCHA provides support to the Humanitarian Coordinator (HC) and the Humanitarian Country Team (HCT) in Sudan. Working with the entire humanitarian community, OCHA looks to foster a conducive operating environment that facilitates the effective delivery of humanitarian assistance (both material assistance and protection assistance). Crucially, OCHA promotes compliance with humanitarian principles in the humanitarian response. This is an essential element of effective humanitarian coordination and is central to establishing and maintaining access to affected populations, particularly in conflict-affected areas of Sudan.

Impact of Results:

Assist the HAO in identifying significant humanitarian issues and problems to be addressed in the assigned region/state.  Develop well-reasoned, innovative suggestions and approaches to problem resolution.  Assist the HAO to manage projects and work teams, ensuring timely delivery of outputs. Help meet organizational objectives and provide sound inputs and advice with respect to coordination of humanitarian/emergency action.

Provide effective guidance on cultural and political issues intrinsic to the assigned state/region. Timely deliver assigned outputs, develop partnerships and effectively interact with colleagues internally and externally.

 
Duties and Responsibilities

Comprehensive knowledge of a broad spectrum of humanitarian assistance, emergency relief, and related humanitarian issues, encompassing sophisticated approaches and techniques to address these challenges. Demonstrated analytical acumen, particularly in dissecting and elucidating the humanitarian dimensions of issues necessitating a coordinated response from the United Nations. Exceptional ability to identify issues and exercise discerning judgment in the application of technical expertise to resolve an extensive array of problems.

Under the direct supervision of the Humanitarian Affairs officer, the incumbent will primarily be responsible for:

Coordination

  • Support and establish partnerships with other humanitarian partners to plan complex humanitarian and emergency assistance programmes; help ensure that latest findings, lessons learned, policy guidelines, etc. are incorporated into activities, including gender-related considerations.
  • Support the Sudan operations in eastern Chad, including but not limited to the delivery of international humanitarian assistance, rapid assessments, situation reports, etc as required.
  • Support inter-agency coordination response and disaster response/preparedness.
  • Perform other duties as required.

Information Management 

  • Assist in the collection, monitoring and collecting information on humanitarian developments, disaster relief/management programmes or emergency situations.
  • Assist in the establishment and maintenance of contacts with other UN agencies and non­ governmental organizations and relevant government counterparts in eastern Chad.
  • Assist in the production situation reports, briefing notes, minute taking, and others as required on the humanitarian situation.
  • Perform other duties as required.

Administrative Support 

  • Assist in organizing meetings, conferences, consultations with other partners on the ground on humanitarian and emergency relief-related matters.
  • Act as focal point on day-to-day administrative management of the cross-border team and the Sudan DHC, including payments, travel booking, petty cash, office etc.

  • The primary anticipated outcomes will significantly impact overall efficiency, including the enhancement of results and services delivered to clients. This entails a long-term vision of the humanitarian situation in Chad, ensuring the dissemination of knowledge and the systematic collection of information.
  • Major trends in the humanitarian and developmental landscape within the sub-office's jurisdiction are promptly identified and receive appropriate monitoring and response from the sub-office.
  • An effective linkage is maintained through the exchange of information across various coordination frameworks.
  • Essential analytical and informational tools and documents are kept current.
  • Communication is significantly improved and facilitated between OCHA, its partners, and local authorities.

  • The ability to lead efforts to work with others to close or settle a deal. These are often soft skills and include abilities such as communication, persuasion, planning, strategizing and cooperation. 
  • In the UNDP context, this skill involves working closely with the customer to understand the parameters of an acceptable solution, helping business units resolve commercial disputes, and working with staff members or their legal representatives to resolve a grievance, claim or problem.
  • Negotiation often involves working with colleagues of differing opinions to arrive at an acceptable business solution.
  • The ability to interact with different levels of management and between different agencies and offices to obtain information, develop legal approaches and solve problems, this skill includes liaising with counterparts and determining the best sequence in which to deal with a problem, where information, may be distributed between different independent UN agencies.

Required Skills and Experience
 
Education:
  • Master's Degree preferably in Political or Social Science, Law, international studies, Public Administration, or other relevant science is required.
  • Bachelor’s degree with two additional qualifying years in above fields may be accepted in lieu of the Masters.
Experience:
  • Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management or other related area.
  • Experience with administrative issues (petty cash, payments, bookings) and logistics is desirable.
  • Experience in humanitarian operations in eastern Chad or Sudan is desirable. 
  • Humanitarian experience in the field (actual setting where a mission and/or project is being implemented) in emergency situations (complex emergency or natural disaster) is desirable.
  • Experience in a humanitarian context in the UN Common System or other comparable international organization is desirable.
  • Excellent writing skills, and Microsoft Office (power point, MS teams, word, excel), SharePoint and/or other online sharing, are required.
Language:
  • Fluency in English and French is required.
  • Fluency in Arabic is a strong asset.
  • Candidates will be tested on their linguistic ability.
