UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In the context of the long-standing cooperation of UN Women and UNFPA with the Swiss Embassy it is planned to develop the first Country Gender Equality Profile (CGEP) for the country. Based on both statistical and qualitative data, CGEP will form an analytical document to provide an understanding of the current context in relation to gender equality and women's empowerment, including an overview of opportunities to address the gaps in the implementation of the Strategy of Achieving Gender Equality in the Republic of Uzbekistan until 2030 identified through in-depth analysis in the following thematic areas:

1. institutional mechanisms for the advancement of women; 

2. women and poverty; 

3. education and training of women; 

4. women and health; 

5. violence against women; 

6. women and armed conflict/ women, peace and security; 

7. women and the economy; 

8. women in decision-making; 

9. women and the media; 

10. women in agriculture and the environment; and 

11. the girl child. 

The twelfth area — the human rights of women — is considered cross-cutting for all other 11 areas. 

The gender analysis included in the CGEP is expected to support the Government of Uzbekistan to identify the key gender equality issues, barriers and challenges thus to accelerate the advancement of gender equality corresponding to implementation of New Uzbekistan Strategy till 2030. 

The CGEP will generate the findings and recommendations to target national policy reforms based on holistic and robust analysis on gender equality and women's empowerment in addition to informing the new United Nations Sustainable Development Cooperation Framework to be developed until the end of 2025 and to be implemented for the coming four years.  

Therefore, The Country Gender Equality Profile is expected to strengthen national understanding and data on the advancement of international and national commitments towards GEWE and contribute to the design of national policy interventions that can accelerate progress towards achieving national SDGs by 2030 in Uzbekistan. To implement this initiative, UN Women in Uzbekistan together with UNFPA is seeking for the expertise of a National Gender Expert to support the development of the Country Gender Equality Profile.

Under the overall guidance and direct reporting to the Country Programme Manager of UN Women Uzbekistan, the International Consultant will be responsible for developing a concept note for the 16 Days Campaign 2024 in Uzbekistan with UN Women’s corporate guidance, working closely with the Country Programme Manager for Uzbekistan. The consultant will be supported by the Administrative Assistant, who will be the point of contact on the contract and payment issues. 

Duties and Responsibilities

Objective

Under the overall guidance of the Country Programme Manager of Uzbekistan the Consultant will work on the development of the Country Gender Equality Profile.

Duties and Responsibilities 

Within the assignment, the Consultant will be responsible for the following activities: 

  • Prepare the detailed work plan including the division of responsibilities within the team, draft methodology and timeframe in line with the Concept Note of Country Gender Equality Profile (Annex 1).
  • Conduct mapping of the key actors operating on gender equality (national, regional and international) such as government, women’s rights organizations, civil society organizations, academia, private sector and international development partners etc.
  • Undertake initial desk review of existing background literature, including reports, analyses and assessments.
  • Carry out an in-depth gender analysis of the economic, legal, political, and social situation and challenges in Uzbekistan, paying particular attention to the situation of women and men, girls and boys from different backgrounds, gender and other diversity factors.
  • Lead the process of at least 5 Focus Group Discussions/interviews with relevant stakeholders (government, SCOs, academia, private sector etc.)
  • Based on desk review and in-depth gender analysis, provide substantive input for developing the CGEP in line with agreed methodology and annotated outline.
  • In close cooperation with the National Data Research Consultant lead the review and update of the first and second draft of CGEP based on UN Women and task force group’s comments.
  • Where necessary, attend and contribute to the launch event to present the country profile disseminating the findings and recommendations therein.

The duration of the consultancy is through 30 September 2024 for up to 25 fee days:

The payments will be made in USD at the UN Operational Rate for Exchange (UNORE) effective at the month of payment and in two installments per reported number of fee days based on submitted and approved deliverables, as follows:

The Consultant shall promote a client-oriented approach consistent with UN Women rules and regulations and commit to high standards of quality, productivity, and timeliness in the delivery of tasks. The Consultant will meet and apply the highest standards of integrity and impartiality.

The Consultant must be fully dedicated to the mandate and the values of UN Women, particularly to promoting Gender Equality as a strategy to reduce conflict, improve livelihoods and ensure fairness and justice; to Women Empowerment underpinning Gender Equality promotion efforts; to inter-ethnic tolerance and concord; and to respect for diversity.

 

Reporting requirements:

The National Gender Consultant is expected to work remotely using her/his own computer but may access the UN Women office to print relevant documents or whenever required to work on-site at any point during the assignment. UN Women and UNFPA will provide required logistical support to organize events/ activities within the scope of this assignment, and may provide support to coordinate activities with NSC, when and if required.

Consultancy reports should be provided in both printed and electronic versions in English and Uzbek with detailed description of the fulfilled tasks, according to the present Term of Reference, and the contribution of the expert. Analytical documents, reports and other materials developed by experts should be attached to the report as annexes, which will serve as a justification for payment.

Required Skills and Experience

Education and Certification:

  • Undergraduate degree in gender studies, law, social science, political sciences or similar. Master’s degree will be taken as an advantage.

 

Experience:

  • At least 7 years of demonstrated experience in gender and development programs.
  • At least 5 years of experience in preparing academic papers, situation analysis, assessments and research reports on GEWE issues using quantitative data
  • Strong understanding of gender and demonstrated experience in applying gender tools and conceptual frameworks.
  • Strong knowledge of international GEWE frameworks, such as CEDAW, SDG, BPfA is required;

 

Languages:

  • Fluency in English and Uzbek language are required
  • Working knowledge of Russian is an asset
