About the job

The Economic Recovery Specialist will ensure the technical supervision and strategic development of all projects within Economic Recovery (ECREC) sector in Libya. This includes participating in developing quality project proposals, ensuring the quality of programming, building technical capacity within the Economic Recovery team, and maintaining external coordination and representation with the local entities in general and during emergency situations.


Responsibilities:

Programming

  • Define the strategy and positioning of the ECREC department in Libya.
  • Contribute to project proposal elaboration and lead on technical, strategical and financial aspects of EcRec components
  • In coordination with the Programme Manager, coordinate the identification of ECREC needs., and identify programmatic opportunities
  • Ensure technical coordination with the country office when needed.
  • Ensure that integrated programming is promoted and implemented when possible and pertinent.
  • In a close coordination with the Progarmme Manager, being a focal point for the municipality level communication during emergency response activities.
  •  Leading the required coordination for conducting capacity development training and workshops with municipality level.  

Reporting

  • Contribute to the development and review of activity reports.
  • Analyze needs for the ECREC component.
  • Monitor program implementation to ensure services meet DRC standards.
  • Contribute to the development and ensure the quality of ECREC component of donors’ reports

 

Representation

  • Share and communicate on DRC projects with different partners.
  • Ensure DRC's active participation in national sectoral coordination and technical platforms.
  • Develop partnerships with national and international NGOs, government services, and other institutions.

 

Operations

  • Develop program monitoring tools, ensure the correct application of tools and methodology and lead on the production of learning documents
  • Ensure program quality through regular field visit and implementation team follow up,
  • Provide technical support for project implementation.
  • Ensure training and capacity building of ECREC sector teams.
  • Develop tools and standard procedures (SOP´s) for quality implementation, train team in their use and ensure their good implementation
  • Lead on ECREC related study and assessment (e.g. Labour Market Assessment, social protection system mapping)
  • Lead on ToT and other training activities, for material design and training facilitation

 

Other

  • Provide specialized knowledge and operational know-how on ECREC sector.
  • Advise other DRC sector experts on ECREC and contribute to DRC's overall strategy in Libya.

About You 

Experience and technical competencies:

  • Minimum 3 years of experience in Economic Recovery /or relevant in an international NGO.
  • Proven skills in project management and development, and technical writing.
  • Proficiency in MS Word, Excel, and PowerPoint.
  • Experience in project development.
  • Experience in volatile and insecure environments.
  • Experience partnering with national partners, authorities/government, and UN agencies.
  • Fluency in English.
  • Demonstrated capacity to work collaboratively in a multi-cultural environment.
  • Ability to live and work in an insecure and high-stress environment.
