Organizational Setting

The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government to develop policies, strategies and programme aimed at accelerating the Implementation and achievement of the Sustainable Development Goals (SDGs) in FAO's global mandate and Strategic Objectives. More specifically, FAO's response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies. The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building, and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.


Reporting Lines

Under the overall supervision of the FAO Representative in Somalia and the direct supervision of the Head of Information and Systems Management Unit.


Technical Focus

The incumbent will be responsible for supporting end users in all systems developed, maintained, supported and used by FAO Somalia in its day-to-day operations, and specifically on systems under the responsibility of the Information Management Unit.


Tasks and responsibilities

• Design, development and deployment of web-based applications to support various activities and projects undertaken by other units.
• Resolve bugs occurring within the FAO applications as reported by sectors that utilize it on a case-by-case basis.
• Providing remote technical support of Implementing Partners when they encounter challenges while using FAO Tools in project implementation.
• Providing technical support to FAO staff in the sectors as they utilize FAO Tools.
• Configure data collection mobile phones with ODK before the commencement of implementations.
• Configure ODK server forms with relevant data collection tools and project data.
• Extract collected data in relevant formats to present to the sectors for analysis and upload to E-Platform to facilitate disbursement of support to beneficiaries.
• Conduct trainings for Implementing partner staff that utilize FAO Tools for beneficiary registration whenever required.
• Conduct trainings for FAO staff utilizing FAO tools during project implementation.
• Prepare documents, presentations and videos to complement trainings and ease on boarding of new system users (Implementing Partners and FAO Staff).
• Update system documentation for various system modules as new features are added.
• Prepare documents, presentations and videos to complement trainings and ease on boarding of new system users (Implementing Partners and FAO Staff).
• Provide technical backstopping on information management to various sectors, mapping workflows for automation, for example vaccination and treatment data utilization.
• Configure voice recognition biometric licenses.
• Develop xml forms for data collection e.g. during beneficiary registration.
• Configure face recognition biometric licenses on devices.
• Perform any other duties as required.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

• University degree in software engineering, computer science, information technology or any other relevant field from a reputable institution.
• At least four years of experience in building, designing and managing scalable applications, with a strong foundation in application development.
• Working Knowledge (Level C) Of English.
• National of Somalia.

• Proficiency in building restful services and interactive dashboards in Python, Java or PHP.

• Proficiency in working in JavaScript and JSON for data transfers.

• Working experience in integrating services to MNO’s and aggregators.
• Experience providing online support in areas where connectivity is limited.
• Experience in training end users on use of software.
• Professional work experience in mobile VAS integrations and application development is an advantage.
