BACKGROUND

UNDP country office in Timor-Leste works closely with government counterparts and other national stakeholders to contribute to enhancing economic opportunities for the poor as well as unemployed youth through policy advocacy, business development support, and livelihood opportunities. Anchored under the United Nations Sustainable Development Cooperation Framework (UNSDCF) signed between the Government of Timor-Leste and the UN in Timor-Leste, UNDP’s Country Program Document (CPD) for 2021-2025 has a dedicated pillar on enhancing economic development and prosperity to support the Government of Timor-Leste to achieve the SDGs and its Strategic Development Plan 2011-2030. This component of the Country Programme focuses on creating livelihood opportunities for the rural poor and supporting youth to enhance their capacities to become employed. UNDP Country Office (CO) has been working in this area through various initiatives in the past country programme. However, under the new Country Programme, the CO plans to expand this area with new initiatives. New programme development and partnership development, therefore, are a priority for the CO as the new Country Programme has been rolled out. 

UNDP Timor-Leste is recruiting a Programme Analyst to support in expanding the new programme portfolio in the area of economic development and prosperity. This Programme Analyst will work closely with the senior management in many of the areas the CO will be engaged such as youth employment, Small and Micro-Enterprises (SMEs), financial inclusion, access to business development services, women’s economic empowerment, poverty reduction, private sector development and policy work. S/he will also work closely with all relevant government agencies, private sector actors, financial institutions, NGOs, and other development partners. S/he will work with all other thematic programme teams as well as the operations teams in the country office, UNDP’s Acceleration lab, and colleagues in the Bangkok Regional Hub (BRH) and HQ in New York. The Programme Analyst will be based full-time in the UNDP Country Office. Domestic and international travel may be required.

Position Purpose: 

  • Lead the Country Office’s Economic Development and Prosperity Unit: develop and implement new projects for the unit and advise the Senior Management on all aspects of the economic development thematic area. The Programme Analyst analyzes political, social, and economic trends and leads formulation, management, and evaluation of programme activities in the area of their portfolio, provides policy advisory services; leads the team in strategic planning and ensures consistency with United Nations Sustainable Development Cooperation Framework (UNSDCF) and UNDP’s Country Programme Document (CPD, 2021-2025) priorities.
  • Support UNDP projects under Economic Development and Prosperity unit for the achievement of delivery targets and programmatic results.   
  • Facilitation of knowledge building and knowledge sharing

Key Duties and Responsibilities: 

  • Contribute to developing new initiatives and partnerships
  • Ensures effective management of the CO programme within the thematic area focusing on quality control of the full cycle of programming from formulation to implementation and oversight. 
  • Establishes and maintains strategic partnerships and contributes to resource mobilization, focusing on achievement of the results. 
  • Provision of top-quality policy advisory services and work as part of a diverse team to advance innovation and continuous improvement

1.           As a member of the CO management team, contribute to developing new initiatives and partnerships 

  • Horizon scanning of actors working in Timor-Leste in the broad area of economic development including youth employment, business development, entrepreneurships, SMEs, livelihoods, private sector development, trade, etc. and prepare write ups to support in partnership development. 
  • Develop concept notes, donor proposals, and project documents on new initiatives
  • Manage stakeholder engagement when developing new initiatives and preparing summary reports
  • Contribute to mobilizing, fostering and strengthening strategic partnerships with UN entities and other relevant bodies and provide inputs to those partnerships in support of UNDP initiatives.
  • Advocating for sustainable, resilient and inclusive youth employment, SME development, and poverty reduction in various fora, including academia and civil society.

2.           Ensures effective management of the CO programme within the thematic area focusing on quality control of the full cycle of programming from formulation to implementation to oversight:

monitoring and overseeing projects under implementation comply with UNDP’s programme and project management policies and procedures.

Support to the effective application of Results Based Management tools, establishment of management targets and monitoring achievement of results.

Design and formulation of the CO programme within the area of responsibility, translating UNDP priorities into local interventions. 

Coordination of programme implementation with the executing agencies. 

Strategic oversight of planning, budgeting, implementing, and monitoring of the programme, tracking use of financial resources in accordance with UNDP rules and regulations. The Programme Analyst performs the function of Manager Level 1 in Atlas for development projects transactions approval. 

Effective monitoring, measuring the impact of the CO programme and evaluation. Constant monitoring and analysis of the programme environment, timely readjustment of programme.

Aggregate reports are regularly prepared on activities, outputs, and outcomes. Ensure preparation of donor reports, inputs for the CO’s Result-oriented Annual Report to the HQ, and quality assure the projects’ progress reports.

3.           Establishes and maintains strategic partnerships and contributes to resource mobilization, focusing on achievement of the following results: 

Implementation of the CO partnerships and resources mobilization strategies to achieve programme outcomes in the thematic area. 

Creation and coordination of partnerships with the UN Agencies, International Financial Institutions (IFIs), government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc. 

Determination of programmatic areas of cooperation, based on strategic goals of UNDP, country needs and donors’ priorities. 

Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing. 

4.           Ensures provision of top-quality policy advisory services in the thematic area and facilitation of knowledge building and management focusing on achievement of the following results: 

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals. 
  • Coordination of development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners. 
  • Establishment of advocacy networks at national level and linked to international networks. Relevant, high-impact advocacy campaigns are implemented with key partners. 
  • Sound contributions to knowledge networks and communities of practice. 
  • Contribution to preparing project briefs, fact sheets, and various pieces to highlight UNDP’s work in various digital platforms (website, social media, regional newsletters, HQ’s sites, etc.). 
  • Contribute to the knowledge extraction, analysis, documentation, codification of results/lessons learned regarding youth employment and MSMEs, poverty reduction, livelihood promotion including efforts to address informality, exclusion, greening and the promotion of sustainability and resilience. 
  • Organization of trainings for the operations/ projects staff on programme

Qualifications:

Education:

  • Master’s or Bachelor’s Degree in a relevant field of expertise such as economics, business administration, finance, rural development, sociology, development studies, other education relevant to the position  

Experience:

  • Minimum 2 years of relevant experience for master’s degree holder and 4 years for bachelor’s degree holder at the national or international level in:
  • Providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments.
  • Implementation of programme and project strategy
  • Oversight of planning, budgeting, implementing, and monitoring of the programme as well as coordination.
  • Resource mobilization, partnership and implementation.
  • Policy advisory services to the Government and facilitation of knowledge building and management
  • Proficient in the usage of computers and office software packages as well as in handling of web-based management systems.

Language requirements 

  • Fluency in English and Tetum is required. Knowledge of Portuguese is an asset.
