Duty Station : Sittwe office, Rakhine State

Report to : Supply Chain-Procurement Team Leader

Overall purpose of the role:

Responsible for technical capacity building, technical oversight of protection programme staff and partner organizations including local CSOs, ensuring high quality delivery of programs with support of Protection Project Manager-Rakhine and Protection Coordinators in Yangon.

Responsibilities:

Support and administration

  • Carried out all the procurement functions all procurement, purchasing and contracting in with strict adherence to donor and organization’s procurement procedures. This was to ensure compliance and market best practices in procurement.
  • Ensured proper documentations required by the bidding process, ensured that supplier’s get debriefs and feedback before and after the bidding process. Ensure that all the documentation is well archived and maintained procurement files.
  • Conferred with relevant technical experts to confirm that specifications are accurate and complete, samples provided were necessary, and deliverables are complete and correct in accordance with contract terms.
  • Carrying out formal and informal market assessments to ensure effective and efficient support to programs’ needs by providing specifications, estimated prices for raising requests.
  • Develop and maintain relevant data base for vendors, service providers and handymen.
  • Track all orders, purchases, and deliveries by sharing monthly procurement and contracts tracker. Weekly and monthly status reports with Team Leader (Procurement, contract tracker)
  • Ensuring all the procurement processes- Procurement of all goods, works and services- are in line with DRC Operations Handbook
  • Sharing updates on expected deliveries with warehouse staff (POs, Waybills) in a timely manner.
  • Assist in providing induction, training, and capacity building of new and junior procurement staff.
  • Provide support (remote and physical) to other Procurement Staff in other area offices in Maung Daw and Mrauk U.
  • Working closely with program staff, regularly update on annual procurement plans and timely share with Team Leader
  • Ensure that all procurement specific donor rules and policies are understood and respected
  • Optimize all logistics operations to increase cost effectiveness including setting up longer term supply contracts.
    Maintain procurement reports, tracking systems and ensure all files are organized and well managed. The reports should be archived on one drive.
  • Make ready all the procurement files and submit to finance for payment, follow up and inform suppliers accordingly about payments.
  • Ensure DRC supplier due diligence is effective in the relevant context.
  • Correctly apply ERP supply chain processes
  • Any other duties relating to the nature of the job as requested by the Team Leader & Supply Chain Manager.

Experience and technical competencies:

  • Relevant university degree in Logistics and/or Supply Chain Management or equivalent professional qualification
  • Minimum 2 years of experience in humanitarian logistics, procurement, transport and distribution, warehousing, and stock management
  • Good understanding of the procurement rules and regulations of major international donors/ Experience working in similar contexts.
  • Experience working with ERPs or online supply chain platforms will be an added advantage.
  • Excellent skill in MS Word, Excel, and PowerPoint
  • Working knowledge proficiency in English
  • Other local languages are considered as an asset.

Conditions

Contract: DRC will offer the successful applicant a DRC’s Regular contract included 3-month probation Renewable depends on both funding and performance. Salary and conditions will be in accordance with DRC’s Terms of Employment. The position is placed in Employment Band G-non management.

This position is open for Myanmar National only.
