Supervisee/s: Prevention of Sexual Exploitation and Abuse Coordinator.
Responsibilities
In accordance with established Agency policy and procedures the incumbent: A- Support the West Bank Inter-Agency Protection Project as and when required. B- Supports the mainstreaming of protection principles and standards in UNRWA service delivery and programmes including the implementation of Protection Alignment Reviews (PAR) and follow-up to their recommendations as well as supports to the coordination of area protection working groups to share good practices to enhance protection responses C- Strengthening PSEA within the organization: 1- Support the implementation of the PSEA Strategy in the West Bank, in coordination and consultation with the Protection Mainstreaming Officer. 2- Support in coordinating with WBFO departments to establish a realistic WBFO PSEA action plan for the next three years based on the oPt PSEA Interagency Network's priorities, including a training plan. 3- Support to draft PSEA technical guidance and structures specific to the WBFO, in alignment with UNRWA HQ, and international best practice. 4- Support the Protection Mainstreaming Committee (PMC) and other senior managers in the WBFO on the implementation of the PSEA framework in the West Bank. 5- Develop training plan and deliver training to staff on PSEA. D- Engage stakeholders and strengthen complaint mechanisms: 1- Support PSEA focal points in designing, coordinating and implementing consultations on SEA complaints channels (through departmental focal points) with the affected population, including representation of vulnerable and marginalized groups. 2- Engage and coordinate with the PSEA Network and other relevant interagency forums in the oPt to ensure PSEA mainstreaming E- Support in establishing the framework to provide assistance/response: 1- Support to ensure that GBV referral pathways include external GBV service providers and work with social workers to ensure that all SEA cases are referred externally. 2- Support PSEA focal points on PSEA-related work, including any high-risk protection cases, regarding reporting, risk assessment, referrals, interviews, and translation. 3- Support technically the establishment of safe spaces for women and girls in UNRWA Health Centers and other programmes across the West Bank. 4- Monitoring, Reporting and Knowledge Management 5- Collect and analyze inputs of PSEA Focal Points and other relevant colleagues, identify recurring issues and trends, and prepare recommendations for senior leadership. 6- Submit a final report outlining overview of findings and activities, emerging best practices, knowledge management capacities, and recommendations to WBFO. F- Performs other duties as may be assigned

Work Experience
A minimum of 8 years of progressively responsible experience in the field of international development, human rights, and/or humanitarian sectors is required Understanding of the Core Humanitarian Principles and international guidance on accountability to affected populations and Prevention of Sexual Exploitation and Abuse is required. Technical expertise in at least one of the following areas: child protection, human rights, protection, gender-based violence/survivor assistance, staff misconduct and discipline and with Monitoring, Evaluation, Accountability and Learning (MEAL) and Results-based Management (RBM) is required. Direct experience working with GBV survivors is required. Coordination experience is required. Experience and skills in capacity building and mentoring program teams and ability to achieve results in remote settings is required. Demonstrated experience in managing and analyzing qualitative and quantitative data is required. Conditions of service Type of Contract: Limited Duration Contract (LDC), Band "F". The Limited Duration Contract applies to external candidates and UNRWA internal candidates on LDC. Duration of Contract: One year- with the possibility of further extension, subject to the availability of funds, satisfactory performance and continuing need.
