As a trusted, long-term partner with extensive operational experience, UNDP supports countries in effective implementation of complex, multilateral and multi-sectoral health programmes while simultaneously investing in capacity development so that national and local partners can assume these responsibilities over time. UNDP partners with countries in crisis/post-crisis situations, those with weak institutional capacity or governance challenges, and countries under sanctions. When requested, UNDP acts as interim Principal Recipient (PR) in these settings, working with national partners and The Global Fund (GF) to improve management, implementation and oversight, while simultaneously developing national capacity for governments or local entities to be able to assume the PR role over time. Within the HIV & Health Group, the Global Fund Partnership and Health Systems Team (GFPHST) is a dedicated team providing support to UNDP Country Offices throughout the grant lifecycle. The support includes, programme management, monitoring and evaluation, financial management, procurement and supply chain management, capacity development and/or transition and sustainability planning and support to strategic policies and plans and funding proposals.
 
The HIV response in Cuba is based on a thorough epidemiological analysis that established the foundation for the strategic prioritization outlined in the National Strategic Plan. UNDP has assumed the role of PR for Global Fund grants since 2003. The current Global Fund- supported HIV programme, for the period 1 January 2024- 31 December 2026, aims to reduce HIV incidence and AIDS- related mortality by closing gaps in each of the cascade pillars of the prevention and care continuum, ensuring that key populations have timely access to effective and sustainable services for prevention, diagnosis, treatment and chronic care.
 
 
Position Purpose
The Programme Analyst promotes a collaborative, client-focused, quality and results-oriented approach across grant sub-recipients and stakeholders, providing technical, advisory and strategic support to achieve successful formulation, planning, management and evaluation of programme activities within the Global Fund- supported HIV programme.
 
The Programme Analyst shall coordinate and collaborate with national programmes, UN agencies, NGOs, the GF (including Local Fund Agent), implementing partners, and technical partners, the GFPHST and other UNDP units and programmes. This will be done in accordance with UNDP rules, policies and procedures, GF grant agreements and corporate agreements with the GF.
 
UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.
 
 
Duties and Responsibilities
1.) Contributes to the formulation and effective management of the Global Fund- supported HIV programme for the achievement of the following results:
  • Support the planning, budgeting, implementation and monitoring of the Global Fund- supported HIV programme, translate UNDP priorities into local interventions, and oversee programme implementation with the implementing partners.
  • Ensure effective application of results-based management tools and track achievement of strategic results.
  • Work closely with the M&E Analyst to ensure the effective use of data in programme implementation, across the data lifecycle; and support effective monitoring, evaluation and learning on programme impact.
  • Provide inputs to trends analysis for future informed and anticipatory programming.
  • Prepare high quality inputs for programme brief and reporting, including donor (ie: Progress Update and Disbursement Requests – PUDR, concept notes, additional reports as required), and corporate reports (ie: ROAR, Annual Reports).
  • Support UNDP on documents preparation for CPD and United Nations Sustainable Development Cooperation Framework cycle, considering Global Fund- supported HIV projects/ interventions.
  • Support preparation for audits and the implementation of management responses.
  • Support the rollout of new initiatives and programmes including through presentation of the projects to PAC, finalize contribution agreements, and determine required revisions.
2.) Provides support in creation of strategic partnerships focusing on achievement of the following results:
  • Support development of partnerships with the national disease programmes, Ministry of Health, UN Agencies, financial and technical partners and other implementing partners as well as with international and local stakeholders to ensure transparent and effective implementation of the Global Fund programmes.
  • Support co-ordination between the Global Fund programmes and other HIV and health initiatives in the country to ensure and promote continuity, partnership building and avoid duplication of programmatic activities.
  • Contribute to maintain effective partnership with government and regional institutions, implementing partners and UNDP colleagues to exchange critical and technical information and resolve programme/ project implementation issues to ensure results are achieved as planned.
3.) Supports provision of policy advice and strategic technical guidance for the achievement of the following results:
  • Support the national strategic planning processes for the Global Fund Programme based on evidence gained during implementation of the Programme.
  • Contribute to the harmonization and integration of the Global Fund Programme into the national strategic documents on disease programmes.
  • Provide technical advice to the Ministry of Health, other government ministries, national disease programmes, and implementing partners and support work on Programme adjustments as necessary.
  • Lead the design and delivery of programme training and/ or capacity building ti national partners, together with implementing partners involved in the implementation of the grant.
4.) Facilitates knowledge building and knowledge sharing focusing on achievement of the following results:
  • Work closely with the M&E Analyst to identify policy-driven issues; and identify and compile best practices and lessons learned directly linked to Global Fund programme goals.
  • Develop information and communication materials relating to the Programme (briefs, press-releases, presentations etc).
  • Support development of strategies aimed at assisting government and national entities to address health problems and needs and to implement and gradually assume the PR functions.
  • Provide sound contributions to knowledge networks, communities of practice, and digital knowledge platforms.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience
 
Education:
  • Advanced university degree (Master's degree or equivalent) in Development/Development Studies, Economics, Statistics, Business Administration/Management, Public Administration, Political Sciences, Social Policy/Sciences, International Relations, or related field is required; or 
  • A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
 
Experience:
  • Up to 2 years (with master’s degree) or minimum 2 years (with bachelor’s degree) of relevant experience in providing management advisory services and hands-on experience in design, monitoring and evaluation of health and development portfolios and projects.
     
Desired Skills/Experience:
  • Work experience in implementing HIV/ AIDS programmes/ projects is an asset.  
    Knowledge and experience with UN, UNDP or international organizations is an asset.
  • Knowledge of the Global Fund is an asset.
  • Experience in the usage of Office software package, and handling of web based management systems is desirable.
 
Languages:
  • Fluency in Spanish and English is required.
