The UNDP Mauritius Country Office manages portfolio of donor funded projects worth 65 m USD covering various focal areas such as Digital Transformation, Gender, Governance, Climate Change Adaptation and Mitigation, Biodiversity, Sustainable Land Management, and Chemicals and Waste. Most projects are executed under Direct Implementation Modality (DIM) and in few cases the National Implementation Modality is used for SEDU.
Under the overall guidance of the Head of Socio Economic and Development Unit and direct supervision of designated supervisor, the Programme Associate provides programme support services ensuring high quality, accuracy and consistency of work.
The Programme Associate works in close collaboration with the operations, programme and project staff in the CO and UNDP HQ as required to exchange information and support programme delivery.The incumbent will be supporting the target the Socio Economic and Development Unit portfolio
Under the guidance of the Head of SEDU, the Programme Associate provides programme support services ensuring high quality, accuracy and consistency of work. The Programme Associate works in close collaboration with the operations, programme and project staff as well as operations in the CO and UNDP HQ as required to exchange information and support project delivery.
UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across
interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration
1.) Supports formulation of programme strategies and the Country Programme Action Plan focusing on achievement of the following results:
- Collection, analysis and presentation of information for identification of areas for support and programme formulation/ implementation;
- Provide inputs to Integrated Work Plan (IWP)
2.) Provides effective support to management of the CO Programme focusing on the achievement of the following results:
- Creation of projects in Quantum, preparation of budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial closure of a project;
- Monitor approved budget against ASL and take corrective actions in consultation with the direct supervisor;
- Presentation of information for audit of NIM projects and support projects for timely completion of NIM audit;
- Review of FACR form/FR, check accuracy and completeness of documentation and creation of vouchers in Atlas for cash advance and reporting of expenses;
- Review request for direct payments from IPs, check accuracy and completeness of documentation and creation of vouchers in Quantum;
- Training of project personnel on NIM modality, FR/FACE form and Quantum.
3.) Provides administrative support to the Environment Programme Unit focusing on achievement of the following results:
Administrative support
- Preparation of non-PO vouchers for development projects;
- Maintenance of the internal expenditures control system including timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers;
- Creation of requisitions in Quantum for development projects, register of goods receipt in Quantum;
- Review detail expenditure report, office resource overview and combined delivery reports for timely corrective actions on use of COAs and delivery tracking;
- Support to the Environment Unit for organization of workshops, procurements and recruitments.
4.) Supports resource mobilization focusing on achievement of the following results:
- Review of contributions agreement, managing contributions in Quantum;
- Making all necessary entries and provisions for GMS as per requirements
5) Supports knowledge building and knowledge sharing in the project focusing on achievement of the following results:
- Participation in the trainings for the operations/ projects staff on project;
- Assist in the organization and logistics of workshops, conferences, trainings;
- Contributions to knowledge networks and communities of practice.

- Completion of Higher Secondary Education is required.
OR
- A bachelor’s degree in business or public administration, Economics, Political Sciences and Social Sciences or related field, will be given due consideration, but it is not a requirement
- Minimum 6 years (with secondary education) or 3 years (with bachelor’s degree) of relevant administrative or programme experience at the national or international level is required;
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages; experience in handling of web-based management systems is required;
- Demonstrable experience in administering project budgets, tracking financial expenditure, and performing administrative duties is desired;
- Demonstrable ability to maintain effective communications with different stakeholders and arrange stakeholder meetings and/or workshops is desired.
