Organizational Setting

For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.


Reporting Lines

The Programme Coordination Specialist reports directly to the FAO Representative.

Technical Focus

The work of FAO in the Philippines is guided by its Country Programming Framework (CPF). This supports the government in addressing challenges in improving food security and nutrition, enhancing agricultural production and productivity, sustainable management of natural resources and improving agricultural adaptation from Climate Change and Disaster Risks.

CPF supports the objectives and strategies of the new government for the Agriculture sector, as laid out in the Philippine Development Plan (PDP) 2017-2022, specifically\:

Chapter 10 - Accelerating Human Capital Development
Chapter 11 - Reducing Vulnerability of Individuals and Families

The three integrated PDP Country Outcomes which will be given utmost consideration in all facets of FAO interventions, are (1) Improved nutrition for all; (2) Expanded economic opportunities in agriculture, fisheries, and forestry (AFF) and ensured ecological integrity, clean and healthy environment and (3) Reduced vulnerabilities among individuals and families and just and lasting peace achieved.

Tasks and responsibilities

• Contribute to the development of proposals, concept notes, technical briefs, reports and other knowledge/visibility products and provide technical inputs for promoting agriculture and rural development and emergency preparedness and response, in both development and humanitarian settings;
• Develop terms of references for project consultants and letters of agreements for service providers as required by the projects and in coordination with the concerned project teams;
• Coordinate with consultants and monitor project implementation to ensure that inputs and deliverables are in line with the projects’ timeline and requirements;
• Using corporate information management systems, assist in opening projects, tracking project and program budgets and in processing relevant revisions in coordination with concerned FAO officers;
• Support the monitoring of programmes, projects, initiatives of the CO and mobilized resources of the country office.
• Provide support in reviewing the progress, semi-annual and annual reports and report(s) to donors, funding proposals, and other project-related documents, prepared by the project teams, as required;
• Facilitate the technical review of consultants’ technical inputs, reports, studies and other project publications;
• Provide support to identify, promote and develop strategic linkages, synergies and partnerships between FAO and other actors from the UN, Government, Donor Community, Academe, Private Sector and Civil Society.
• With support from FAO Philippines Programme Unit, engage in the UN Philippines Partnership Framework for Sustainable Development (PFSD) and other inter-agency committees/working groups/task force related to agriculture and rural development and emergency preparedness and response, youth and IPs;
• Participate in different fora on agriculture and rural development and emergency preparedness and response, and undertake field activities as necessary;
• Collect and prepare data and background information in the areas of FAO’s activities in the country (youth, IP, rural/sustainable development)
• Prepare response and obtain additional information to respond to internal and external queries
• Prepare background material, working papers and tables for briefings, review sessions and meetings.
• Carry out any other relevant duties within her technical competence as may be requested by the FAO Representative

Minimum Requirements

• The candidate must have a University Degree in Agriculture, Agriculture Economics, Agribusiness Management, Rural Development, and other fields related to the mandate of FAO
• At least 3 years professional and practical experience in the planning, implementation and monitoring of rural development programmes/projects
• A national of Philippines with work permit
• Working knowledge (Level C) of English
