Background:

The Office in 2024 will provide expert and advisory support to the Ministry of Defense (MoD) of Tajikistan in developing new instruction manuals on SALW&CA registration, management and cartridge-case repository. Implementation of the activity is based on / in line with provisions of the national roadmap document on SALW&CA security (2023 – 2033).

The roadmap was adopted by national authorities for implementation in June 2023. To be able to implement provisions of the roadmap document in line with international norms, the national authorities will need expertise and technical support from international assistance actors, including the OSCE. This is especially relevant for the planned update of relevant sections of the national normative framework, development of SOPs and internal instructions for the SALW&CA technicians/storage personnel.

 
The international expert will be contracted for 4 months; during the first month, he/she will be working remotely, checking the drafts prepared by the national working group members. Following the review part, the expert will come to the country with practical recommendations on the draft documents and work closely with the national experts in the MoD to finalize the documents.

 

Objective of Assignment:

Providing expertise and advisory support to the Ministry of Defense (MoD) of Tajikistan in developing new instruction manuals on SALW&CA registration, management and cartridge-case repository. 

 

Duration of Assignment:
4 months.

 

Tasks and Responsibilities:

Under the overall supervision of the National Politico-Military Officer, the successful candidate will be tasked with the following duties:

  1.  Development of new instruction manuals on SALW&CA registration, management and cartridge-case repository;
  2. Provision of support to the MoD and the OSCE POiD in reviewing the existing instruction manuals in the related field and provision of recommendations on how to improve the contents in order to ensure their compliance with the international best practices;
  3. In completion of the task, preparing a presentation for all designated staff of the MoD on the contents and scope of the newly updated instructions.


Deliverables:

  • Copies of finalized documents submitted by the expert to the responsible officer in the POiD;
  • Copies of draft instructions with recommendations for the national counterpart (submitted by the expert to the responsible officer in the PoiD);
  • At least one presentation made upon the task completion.

Necessary Qualifications:

  • University or equivalent military institute degree in security studies, military affairs or international relations;
  • Minimum 10 years of professional proven experience in international security management in a multilateral context, and over 15 years of experience in military and security affairs;
  • Minimum 8 years of experience in the areas of securing small arms and lights weapons/related ammunition and strengthening arms control measures;
  • Professional fluency in Russian language both oral and written;
  • Experience in liaising with high level law enforcement and security agencies; 
  • Excellent knowledge of security and political situation in Tajikistan and Central Asia;
  • Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

 

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
