Background:
The work of the OSCE Programme Office in Bishkek (POiB) focuses on a range of security issues, from countering terrorism, border security and transnational threats such as human trafficking to developing the country’s regions, strengthening efforts to combat corruption on all levels, as well as supporting the reform of the justice sector, implementation of election reform, gender equality and building open and resilient societies.

The OSCE Programme Office in Bishkek will provide expert support to the Ministry of Culture, Information, Sports and Youth Policy of the Kyrgyz Republic (MCISYP) with the review and development of a strategic documents in the field of youth policy, which includes the development of the draft National Action Plan of the Kyrgyz Republic on UNSCR 2250 (NAP 2250).
The state youth policy is aimed, first of all, at providing young people with opportunities for the development of human potential, the formation of youth as the main resource for the development of the state and society, the encouragement of youth initiatives in the political, economic and social spheres, the formation of a responsible attitude of young citizens to their health, heritage and interaction with the outside world.
To attain these objectives, in 2019, the Government of the Kyrgyz Republic adopted the Concept of Youth Policy for 2020-2030, which is a strategic document designed to respond to the challenges facing the country in youth development, to determine the goals, priorities and tools of state policy regarding youth. The key provisions of the Concept are based on the results of the national study "Youth Wellbeing and Development Index in the Kyrgyz Republic 2022".
This expert support will elaborate on the development, review and tracking of the approval process of the draft NAP 2250, as it is among the key priorities of the host State and contributes to streamlining the national strategical approach for meaningful youth engagement and development.

Objective of Assignment: 

The main objectives of the assignment are:

Under the Activity 2.1: 

  • Development of a draft National Action Plan of the Kyrgyz Republic on UN Security Council Resolution 2250 (NAP 2250) on youth, peace and security based on recommendations developed last year;
  • Presenting and submitting the NAP 2250; providing support and monitoring the NAP 2250 approval process.

Duration of Assignment:

4 months.

 

Tasks and Responsibilities:
Under the overall supervision of the National Programme Officer, the successful candidate will be tasked with the following duties:

  1. To prepare a work plan for the development of the draft NAP 2250;
  2. In coordination with the MCISYP, conduct and arrange meetings with relevant national government bodies, international organizations and UN agencies to discuss the development of the draft NAP 2250;
  3. To develop the draft National Action Plan on UNSCR 2250;
  4. To submit the draft NAP 2250 to the relevant state agencies and bodies for further approval;
  5. To organize the final presentation of the NAP 2250 to the relevant state bodies, international organizations and other stakeholders;
  6. To work out the comments and suggestions of the state bodies, international organizations and other stakeholders;
  7. To provide support to the MCISYP in developing related supporting documents and follow-up with the Government of the Kyrgyz Republic on the approval process of the NAP 2250;
  8. To perform and provide additional inputs/information related to the purpose of the terms of reference upon request of the OSCE POiB;
  9. To submit deliverable reports and related information materials to the OSCE POiB as per the provided templates.


Deliverables:

  1. Submit a work plan for the development of the draft NAP 2250;
  2. Conduct online/offline meetings with relevant national government bodies, international organizations and UN agencies;
  3. Submit the developed draft National Action Plan on UNSCR 2250 to the POiB;
  4. Submit the draft NAP 2250 to the relevant state agencies and bodies;
  5. Present the NAP 2250 to the relevant state bodies, international organizations and other stakeholders;
  6. a) Worked out the comments and suggestions from the state bodies, international organizations and other stakeholders;
    b) Update the NAP 2250 (if needed);
    c) Include in the deliverables report the comments and suggestions;
  7. Provide supporting documents and follow-up with the Government of the Kyrgyz Republic on the approval process of the NAP 2250;
  8. Provide additional information/ inputs upon request;
  9. Submit deliverables reports and related information materials as a result of consultancy performance.

Necessary Qualifications:

  • Bachelor's degree in public administration, law, international relations or other relevant field;
  • Minimum two years of proven practical experience working with public, government bodies, non-profit or private institutions dealing with the youth policy;
  • Knowledge of the relevant legislation and procedures of the Kyrgyz Republic;
  • Proven ability to produce clear, concise and comprehensive analytical and strategic documents;
  • Excellent analytical, organizational, writing and presentation skills;
  • Flexibility, ability to work under minimum supervision and deliver against tight deadlines;
  • Proficiency in Russian and Kyrgyz languages, good command of English language is an asset;
  • Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

 

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
