Overview of position

This position is located in the communications & public information division of the UN mission in South Sudan. The incumbent reports to the Broadcast Technology Officer.

Role objectives

Within the delegated authority, the broadcasting infrastructure role will be responsible for performing the following duties:

  • Operates a diverse range of audio production equipment, including broadcast & production consoles, digital audio workstations, computer assisted radio automation systems & other studio equipment as required to enable the successful production & transmission of the UN radio programs.

  • Assists with the implementation of new & emerging technologies for voice & radio broadcasting.

  • Assists in the preparation & installation of computer networking & Audio over IP (AoIP).

  • Assists with the setup, configuration & support of the AoIP network.

  • Testing of various networking systems utilizing a wide range of specialized radio equipment such as the Wheatstone AoIP technology.

  • Assists configuration testing & commissioning of new radio equipment prior to deployment.

  • Troubleshoots complex computer networking incidents & problems.

  • Serves as focal point for coordination, monitoring & expedition of computer application systems development projects, involving extensive liaison with diverse organizational units to initiate requests.

  • Plans, implements & maintains security controls for various applications, verifies the effectiveness of security controls in place.

  • Prepares technical & user documentation for deployed computer application systems, training materials & conducts technical presentations, drafts correspondence & communications.

  • Liaises with other units within the service & other logistics support elements of the mission to maintain optimal 24 / 7 operations for the server systems operations.  

  • Assists in the planning, implementing, operating & maintaining security controls; performs regular vulnerability assessments of production systems to identify weaknesses as well as to determine the need for updating systems with fixes & patches.

  • Assists in large projects implementation such as analyzing link budgets & preparing transmission plans, system engineering diagrams, network documentation & assists in testing of links & equipment installed. 

  • Assists in carrying out periodic system testing & circuit line up of existing digital carriers.

  • Installs, operates & maintains broadcast & production studios & related equipment.

  • Provides support for live Outdoor broadcasts or production related works using the Outside Broadcasting (OB) vehicle.

  • Maintains & repairs necessary studio & studio linked technical equipment to optimize the technical operations requirements for the radio.

Project reporting

This role reports to the Broadcast Technology Officer.

Key competencies
  • High school diploma or equivalent is required with a minimum seven years of experience working in broadcast & conference operations or related area as a hands on repair / integration / installation technician, including experience in diagnosing & repairing all broadcast related equipment is required.

  • Experience in working with video conference, audio visual, broadcast & transmission systems or broadcast equipment is required. 

  • English & French are the working languages of the UN Secretariat, for the position advertised, fluency in English is required & knowledge of a second official UN language is desirable.

  • Knowledge of broadcast, conference & telecommunication equipment, principles of operations, including local area networks, satellites, radio, voice & messaging systems.

  • Knowledge of broadcast technology, principles of analog & digital transmission & RSC system.

  • Ability to apply knowledge & technical skills to install & test relevant equipment, provide maintenance services & user support.

  • Ability to assist with broadcast, conference & digital transmission facility testing & trouble shooting. 

  • Speaks & writes clearly & effectively; listens to others, correctly interprets messages from others & responds appropriately, asks questions to clarify & exhibits interest in having two way communication; tailors language, tone, style & format to match audience, demonstrates openness in sharing information & keeping people informed. 

  • Considers all those to whom services are provided to be “clients” & seeks to see things from clients’ point of view; establishes & maintains productive partnerships with clients by gaining their trust & respect, identifies clients’ needs & matches them to appropriate solutions, monitors ongoing developments inside & outside the clients’ environment to keep informed & anticipate problems, keeps clients informed of progress or setbacks in projects, meets timeline for delivery of products or services to client.
